Accountability What is in regulation?
Academic Index
Elementary and Middle School
Weight of KCCT Reading and Mathematics
  • Increase the weights for KCCT reading and
    mathematics to
  • 22 for reading and 22 for mathematics at
    elementary, and
  • 19 for reading and 19 for mathematics at
    middle.

High School Focus on All Content Areas
Retain equal weights for the content areas of
reading, mathematics, science, social studies,
and writing and the combination of
arts/humanities and practical living and
vocational studies.
4
Accountability What is in regulation?
NRT Index
Elementary and Middle School
Redistribute the 5 from the NRT Index to all
content areas. ELEMENTARY Give districts
resources to support purchase and administration
of an approved elementary NRT in Reading and
Mathematics. Require public reporting of results
and communication of individual student results
with parents. MIDDLE Require the public
reporting of EXPLORE for middle school and the
use of assessment information in the development
of a students Individual Learning Plan (ILP).

Students will take the complete ACT (English,
Reading, Mathematics and Science) at grade 11
beginning in school year 2007-08 and will receive
an ACT score. ACT items that align to
Kentucky's Core Content for Assessment will be
augmented or combined with items from the
Kentucky Core Content Test (KCCT) to generate
scores for the state assessment in the future.
10
Accountability Summary by Assessment
  • Kentucky Core Content Test design
  • Remains the core of the academic index
  • Increases in KCCT reading and mathematics weights
    at elementary and middle
  • Includes all the same content areas
  • Divides writing index into
    50 on-demand/50 portfolio

11
Accountability Summary by Assessment
  • Kentucky Alternate Assessment
  • Includes scores of students with the same weights
as student scores from the regular assessments
  • Reports separate scores for Reading, Mathematics,
    and Science (NCLB/CATS)
  • Reports scores for Social Studies, Writing, Arts
    Humanities, Practical Living/Vocational Studies
    (CATS)

12
Accountability Summary by Assessment
  • Readiness Assessments
  • EXPLORE is not proposed for accountability.
  • PLAN and ACT (beginning 2007-08) composite scores
generate an ACT index for the high school.
  • WorkKeys (optional) and ACT benchmarks included
    in Transition to Adult Life.

13
Accountability Summary by Assessment
  • Norm-Referenced Test (NRT)
  • No NRT index is proposed for elementary and
middle, but testing and reporting are required.
  • An ACT index for 5 of the accountability index
at high school is proposed based on composite
    PLAN and ACT results.

14
Test Design for KCCT
  • Fewer open response questions in each subject
    area more multiple choice
  • Practical Living/Vocational Studies moved to 4th
    and 7th
  • On-demand writing moved to 5th and 8th
  • Multiple choice added to on-demand writing at
    grades 5th and 8th
  • Change in weighting of ORs and MC in raw score
    calculation

15
Clarifications
  • No NRT at any grade level during spring testing
    window
  • No 9th grade assessments at all
  • Alternate assessment changed to produce separate
scores for reading and math in grades 3-8, as
well as in other content areas.

Test Design and Extended Time
  • Each content area is divided into 3 parts (A, B,
    C) with the exception of PL/VS and AH (one part)
  • As in the past, schools have choice as to test
    session design
  • Each section is assigned an expected time for
    completion
  • Extended time is still allowed but limited for
    the general ed student
  • Students with IEPs, 504 Plans, or PSPs that list
extended time as an accommodation may have as
much time as needed (Note Must finish by end of
    school day.)

18
School Assessment Schedules
  • As in the past, schools have choice as to test
    session design
  • Each school in the district has developed an
assessment schedule. Schedules vary from school
    to school.
  • Copies of School Assessment Schedules will be
    available at the school level.

19
KCCT Test Booklets
  • 3rd and 4th grade have combined booklets with
space to answer the questions (Biographic and
demographic pages are the last two pages of the
    combined booklet.)
  • 5th-8th and 10th-11th have separate test booklets
    and student response booklets
  • Test booklets are color coded by grade with each
    grade having a unique color

20
Test Materials Provided with Test Booklets
  • Rulers for grades 3-8 (Increments are 1/8th inch
for elementary, 1/16th inch for middle)
  • Math reference sheets for grades 7, 8, 11
  • Science reference sheet for grade 11
  • Writing reference sheet for grades 5 and 8
  • All are packaged inside test booklet packs.

21
In-State Scoring Center
  • Louisville Area
  • Returning materials in state means quicker
    delivery for scoring
  • Alternate Portfolio and Writing Portfolio Audit,
as well as KCCT, scoring will be done at this
    facility.

22
NCLB and CATSHow Scores Used?
  • At the elementary level, every students score in
grades 3, 4, and 5 will count in both federal and
state accountability (reading and math AYP
calculations as well as CATS reading and math
    academic indices).
  • At the middle school level, every students score
in grades 6, 7, and 8 will count in both federal
and state accountability (reading and math AYP
calculations as well as CATS reading and math
    academic indices).

23
NCLB and CATSHow Scores Count?
  • At the high school level, 10th grade reading and
11th grade mathematics will be used for both AYP
    calculations and CATS academic index
calculations. (No change from last year.)

24
Kentucky Alternate Assessment Program
  • (KAAP)

25
Components of the KAAP
  • Portfolios (P) NCLB CATS Content Areas
  • Reading, Mathematics and Science
  • Attainment Tasks (AT) Performance-related for
    non-NCLB, CATS Content Areas

  • English, Mathematics, Reading and Science

26
Attainment Tasks are performance-related and
designed to provide
  • Assessments for
  • Social Studies
  • Arts Humanities
  • Practical Living/Vocational Studies
  • Writing
  • These are required by the Individuals with

What is an Attainment Task?
  • Uses an activity that is based on an authentic,
one-time task (e.g., similar to what would be
    used in real life)
  • Assesses skills that evidence performance of
    specified standards
  • Requires the student to complete a task, working
step by step as directed by the teacher and
  • Is scored by the teacher as the student responds
    to items.

  • Science
  • These are required by the Individuals with
Disabilities Education Improvement Act 2004 (IDEA
    2004).

31
Transition Attainment Record
  • Will be used for Grades 8 and 10 in
