3The wider identity management landscape
- Biometric Visa Programme
- All visa applicants are now required to provide
their biometrics - Secure Identity at the Border
- Non-EEA foreign nationals to have biometrically
verifiable identity at the border from 2011 - E-Borders
- Introduced incrementally to 2014 enables us to
count people in and out of the UK - National Identity Scheme
- Rollout of biometric Identity cards to UK
citizens, starting with Critical Workers.

- Government flagship project part of wider
National Identity Scheme - Known in legislation as Biometric Immigration
Documents (inc. biometric residence permits) - Biometrics help us lock down an individuals
identity and crack down on abuse of the
immigration system - Project Go live 25 November 2008 - Rollout
enrolment centres across the UK - Aim by 2014/15 that at least 90 of foreign
nationals will have a biometric identity card
5Identity Cards for Foreign Nationals - How Will
it Work?
- Migrants will still apply by post or in person
(premium service only) - The key change is that the migrant will be
required to come for an appointment where they
will have their biometrics (facial image and
fingerprints) enrolled - The migrant will book their appointment through
our call centre - The appointment takes place at one of our Public
Caller Facilities, and takes a no more than 30
minutes - Biometrics will be recorded and checked against
several data sources before the outcome of the
migrants case is decided - If leave is granted, the Identity Card will be
issued to the Migrant via secure delivery
6Identity Cards for Foreign Nationals - What Will
it Look Like?
- Key details will appear on the face of the card,
together with a facial image. - The fields denoting type of leave and remarks
will be specific to the applicants case.i.e. if
a student is granted leave to remain for study,
and is allowed to work the card would show this
clearly. -
- The secure microchip will contain all the
information on the face of the card, plus two
fingerprint images.
7When are we delivering it and how?
- There will be an incremental rollout of 7 UKBA
offices from 25 November 2008 - The first categories for roll out are students
and spouse/civil partnership - Volumes will start relatively low and ramp up
gradually - 50-60k cards up to April 09 - Vignettes will be replaced by cards within a 3
year period. - By 2011 all new applicants granted leave will
have an Identity Card
8How will it be used?
- Demonstrating right to work clearly
- The card will help to combat illegal working and
reduce illegal immigration to the United Kingdom.
It is a very secure way to provide evidence of
the holder's nationality, identity and status in
the United Kingdom. - Knowing what a migrant is entitled to
- It will help employers to more easily understand
the migrant's entitlements. It will also enable
holders to confirm their identity, immigration
status, and right to work. - Travel
- If a migrant travels outside of the UK during
their stay, where ever they normally present
their passport to embark or regain entry they
will be required to show their card as well.
9Studying in the UK
- Majority of students who come to the UK study
hard and play by the rules - However some individuals seek to abuse the
Student Leave to remain category FLR(S) - From 25th November when applying for an
extension of their stay as a student they
will have to go to one of the seven centres to
give their biometric information
(fingerprints and facial image) - Successful applications will receive the
identity card which replaces the sticker
(vignette) in the passport (initially mixed
economy). - The card is proof of a students permission to
stay in the UK and shows the conditions they
must meet while they are here - includes working
and access to public funds. - By producing the card to a sponsor when
required, the student will be able to show
their eligibility to study in the UK.
10Sponsoring a Student
- As part of the new Points Based System those who
benefit from migration will take on some of
the responsibilities that are associated with
migration. - All applicants will need to provide a
Certificate of Acceptance for Study from a
licensed Sponsor, which will act as an assurance
that the migrant will be able to study a course. - Sponsors will be expected to inform the UKBA if
the sponsored migrant does not enrol on their
course, discontinues their studies or changes
educational institutions.
11Role of employers and sponsors
- Need to demonstrate they have checked documents
prior to commencement of employment and retain
copies, they are also encouraged to re-check
documents on an annual basis. - Must satisfy themselves that the documents
checked are valid, genuine and relate to the
potential or existing employee. - Employers can currently expect to be presented
with around 50 types of document e.g. national
passport containing a vignette residence permit,
immigration stamps, other immigration status
documents, national identity cards, birth
certificates etc making checks difficult for
employers to undertake.
12How will the card help employers and sponsors?
- The secure Identity Card for Foreign Nationals
will start to replace these less secure documents
(although decision of what is accepted as proof
of entitlement to be in the UK will be the
decision of each organisation at part of their
guidelines to staff). - The Identity Card for Foreign Nationals will be
added to the list of UKBA documents and will
increasingly become the principal document for a
foreign national to verify identity and prove
immigration status / entitlement to work / access
benefits.
13How can it be checked?
- Design and key security features - guidance
available on our website. - Phone based validation service available from
25th November by calling 0300 123 4699 you will
be able to verify the authenticity of a card
using key data available on the face of it. - Existing Employer Checking Service will
continue to provide the wider service relating to
foreign nationals without ID Cards and for more
detailed enquires about an individual employees
immigration status and entitlement to work. - Employers and sponsors will be particularly keen
to use these services because they - Need to demonstrate they have checked documents
prior to commencement of employment and retain

checked are valid, genuine and relate to the
potential or existing employee.
14Lessons learned so far..
- Key facts from our pilot activities..
- Enrolled the biometrics of over 13,000 applicants
to date. - Pressure tested processes and technology of
biometric enrolment (end to end). - Initial data suggests the majority of applicants
had no previous fingerprint record on UKBAs
biometric database, although 15 were matched to
their previous biometric enrolment overseas (when
they applied for a visa). - We are currently investigating around 10
prosecution cases which have arisen as a result
of the biometric pilot. The offence that may
have been committed is - Leave to Remain by Deception, and we will be
looking to charge in all these cases. - We have already successfully prosecuted 4 cases
- 1 case resulting in an 8 month sentence. 1
person was cautioned whilst 2 others await
sentencing.

16What next?
- Roll out continues in 2009 to additional
