History

• Originally looked at establishing SATCO NZ
  Division lt10 years ago
• Joined together with Australians and formed
  SATPAC (later became VATPAC)
• Numbers now had increased to stage where NZ
  needed its own division
• VATNZ commenced 01Jan07

• NZCH-A_CTR 126.00Top half of the North Island
  north of Ohura, New Plymouth and includes
  Gisborne Napier
• NZCH-W_CTR 123.70Bottom half of North Island
  and Nelson and Marlborough. Covers NZOH_CTR when
  off watch

• NZOH_CTR 125.10East of the lower half of the
  North Island including RNZAF Ohakea, Palmerston
  North
• NZCH-N_CTR 129.40Top half of the South Island
  south of Nelson and Marlborough, includes
  Christchurch
• NZCH-S_CTR 129.40Bottom half of the South
  Island includes Dunedin, Queenstown and
  Invercargill.

Control Positions APP/DEP

• NZAA_APP/DEPCalled Auckland Control provides
  approach and departure radar services within
  40DME AA VOR A015-FL600 for NZAA, NZWP and NZAR.
• NZWN_APP/DEPCalled Wellington Control provides
  approach and departure radar services within
  40DME WN VOR A025-FL600 into and out of NZWN,
  NZPP and NZWB
• NZCH_APP/DEPCalled Christchurch Control
  provides approach and departure radar services
  within 40DME CH VOR A015-FL600 into and out of
  NZCH.

Squawk Codes

• New Zealand uses a variety of standard
  transponder codes. Domestic IFR are 5xxx and
  International IFR are 02xx.
• If you are flying IFR within the NZ or Oceanic
  FIR's and have not been allocated a specific
  transponder code you should squawk 2000.
• For aircraft operating VFR in the NZ FIR the
  following transponder codes should be used
• Civilian Fixed Wing aircraft 1200
• Civilian Helicopters 1500

Differences between AU and NZ

• AUSTRALIA
• Much with no radar coverage Procedural Control
• Requirement to call level and leaving cruise
• Requirement to get clearance to cross runways

• NEW ZEALAND
• Radar covers 75 of the Domestic FIR so some
  procedural control
• Once Radar Contact has been established, no
  requirement to call level or leaving cruise once
  cleared
• Clearance to cross any runways unless otherwise
  requested
• Direct routing is only available within 60nm of
  AA, CH and WN, AND/OR everywhere else above FL150
  except around Mount Cook where its above FL160

Visiting Controller Policy

• Controllers in the New Zealand FIR must be a
  member of either the VATNZ or VATPAC divisions of
  VATSIM and who have been assessed as competent to
  provide ATC Services in either division.
• Any other controller wishing to provide ATC
  services in the New Zealand FIR must apply for
  Visiting Controller status with VATNZ.
• Any controller transferring into VATNZ division,
  other than from VATPAC division, must be assessed
  by a VATNZ assessor and be deemed competent prior
  to providing any ATC services.

Controller Ratings and ATC Positions

• STUDENT RATED CONTROLLERS Restricted to provide
  ATC services at any DEL, GND or TWR position
  within the New Zealand FIRs.
• SENIOR STUDENT RATED CONTOLLERS Unrestricted to
  provide ATC services at any DEL, GND, TWR, APP,
  DEL or CTR within the New Zealand FIR. (see
  further for Oceanic ATC Services).
• CONTROLLER/SENIOR CONTROLLER RATED CONTOLLERS
  Unrestricted to provide ATC services at any DEL,
  GND, TWR, APP, DEL or CTR within the New Zealand
  FIR. (see further for Oceanic ATC Services).
• OCEANIC CONTROL SERVICES ATC services in the
  Auckland Oceanic FIR may only be provided by a
  Senior Student or higher rating, who has been
  assessed and endorsed as competent in Oceanic ATC
  procedures and formally endorsed by VATNZ or
  VATPAC to provide such services.
