Purpose
  • The purposes are
  • To provide familiarization with the new
    vocabulary created for accountability as a result
    of No Child Left Behind (NCLB).
  • To use the new accountability vocabulary
  • in context with school status reports.

Accountability
  • To ensure the expectations of the courses of
    study content standards are being implemented in
    the classroom.

Adequate Yearly Progress
  • The term used to describe if a school or school
    system has met its Annual Measurable Objectives.
  • It is often referred to as AYP.
  • AYP is what the school or school system did this
    year.

  • AYP is reported for 4 categories
  • Reading
  • Mathematics
  • Additional Academic Indicator
  • Overall

School Improvement
  • The term used to describe if a school or school
    system has met its goals over time.
  • School Improvement is based on what the school
    or school system did this year and prior years.
  • A school is identified for School Improvement
    when it does not make AYP in the same component
    (reading, mathematics, or AAI) for two
    consecutive years.

Annual Measurable Objective
  • The term used to describe the established yearly
    target for the percent of students scoring
    proficient.
  • It is often referred to as AMO.

  • There are separate AMOs for each grade in reading
    and for each grade in mathematics.
  • The AMO goal is 100 for all students by school
    year 2013-2014.

Confidence Interval
  • It is used to determine whether or not the
    proficiency index is statistically different from
    the AMO goal.
  • It is used to ensure statistically sound
    decisions.
  • A school is considered to have made AYP if its
    proficiency index is within the confidence
    interval.

  • Confidence interval is abbreviated as CI on
    School Status Reports.

Uniform Averaging
  • Uniform averaging is another way to make AYP in
    participation and proficiency.
  • It is calculated by averaging the most recent
    three years of data.
  • Uniform averaging is abbreviated as UA on School
    Status Reports.

Safe Harbor
  • Safe harbor is a method used for making AYP in
    proficiency.
  • A school makes AYP by safe harbor if the school
  • Made 95 participation goal
  • Reduced by at least 10 those not proficient from
    the previous year
  • Met or improved the additional academic indicator

Interim 2 Flexibility Option
  • Interim 2 is a method used for making AYP in
    proficiency.
  • Can only be used if special education proficiency
    index is the sole reason a school or system does
    not make AYP.
  • Allows the State to calculate an adjustment for
    the proficiency for this group.
  • This option is for this year only.

Participation Rate
  • Participation rate is the number of students
    taking the assessment divided by the number of
    students enrolled on the first day of the testing
    window.
  • The required participation goal for No Child Left
    Behind is 95 or greater.

Participation Rate
  • A group must have at least 40 students in order
    to count for the participation rate.

Proficiency Index
  • Only students enrolled for the full academic year
    are included in the proficiency index.
  • Students scoring in Levels III and IV will count
    as 1.0 toward proficiency and students scoring
    Level II will count as 0.5 toward proficiency.

  • Proficiency index is a method of combining the
    percent of students that are proficient across
    grades.
  • A proficiency index of zero or better indicates
    the group made AYP.
  • A group must have at least 40 students in order
    to count for accountability except for the All
    Students category.

    mathematics) that another indicator be considered
    when determining AYP.
