Title: Closeout Report

1
Close-out Report Department of Energy/ National
Science Foundation Review Committee Report on
the Technical, Cost, Schedule, and Management
Review of the U.S. LHC CMS DETECTOR PROJECT May
20, 2004
2
U.S. CMS Closeout I
  • Technical
  • Most US CMS subsystems are in good shape (ME,
HCAL, TRIDAS, ECAL), with most over 80 complete.
  • Si Tracker has made a lot of progress recently
and has a clear path to completion. Committee is
concerned about the sensor decision process and
    supports the U.S. CMS position.
  • FPix has much work to go, and urgently needs more
    manpower to be successful.

3
U.S. CMS Closeout II
  • Cost Schedule
  • ETC 23.16 M
  • Contingency remaining 12.47M (54 of ETC)
  • Management is committed to maintaining
significant contingency into the complicated CMS
installation and commissioning endgame and the
    committee supports this position.
  • Proposal to address cost and schedule variances
    is reasonable.

4
U.S. CMS Closeout III
  • silicon tracker schedule has slipped 6-8 months.
Although the production capacity has been
increased, until parts flow for the Si Tracker is
established the real schedule for completion is
difficult to determine, though the schedule
appears to be on or near the CMS Critical Path.
  • CD4-A, 9/30/05 CD4-B, 9/30/08
  • Endgame plan to achieve these milestones is
    reasonable.

5
U.S. CMS Closeout IV
  • Management
  • U.S. CMS Management is working well with CMS
management and is responding well to challenges
    presented.
  • Most US CMS systems are doing well and the
    project has earned considerable contingency.
  • The increased price for ECAL crystals is a
serious issue for CMS, full implications of delay
not yet understood. (eg staging the EE will
increase rates into the forward muon system and
may cause difficulties during the initial
    operation of the staged detector)

Action Item
