• To replace the existing document tracking and
  workflow systems at NIH/ES and IOS/ES with an
  electronic document management and records
  management system that will meet our business
  needs.

High Level Requirements

• Use COTS products wherever appropriate

  trails for all functions)

• Allow secure web access through a standard
