A Rights Based Approach to Impact
assessmentGlobal Impact Monitoring
2
The story begins 2000

SC UKs Child Rights Programming ApproachWhat
is it?

What it is all about Accountability duty

From the Human Rights Approach to Programming,
what we have learnt - Fabio Sabatini 2002
International
5
Four principles of UNCRC, or, how we work
  • Best interests of the child
  • Survival and development
  • Equity/non-discrimination (focus on the most
    vulnerable and/or marginalised)
  • Participation (most vulnerable/marginalised
actively participate in getting their own needs
    met and rights claimed)

6
Three pillars of child rights programmingor,
what we do
  • Practical action on gaps in provision and
    violations of childrens rights
  • Strengthening structures and mechanisms
  • Building constituencies of support

7
How was it implemented?
  • Guidelines produced
  • Some capacity building
  • Countries left to get on with it

8
At the same time, far, far awaywell, in an
office down the corridor
9
The Global Impact Monitoring (GIM) Framework
10
(No Transcript)
11
Main principles of GIM
  • changes
  • process that leads to change
  • positive, negative, unintended changes
  • stakeholder involvement - particularly of
    children
  • learning needs to be at the heart

12
Putting it into practice
  • Guidelines produced 2000/1
  • Pilot phase 1 2001/2 16 country programmes, 3
    sub regional programmes 1 region
  • Pilot phase 2 2002/3 30 country programmes, 2
    regions

13
What did we learn?
  • The 5 dimensions of change work
  • Analysis, reflection and learning processes are
key for impact assessment GIM allows this to
    happen
  • External stakeholders contributions are
    fundamental
  • Impact monitoring and assessment must be
integrated into work throughout the year
  • Quality of evidence is critical, but lacking!
  • There are complex issues around partnerships,
    trust, transparency and accountability
  • GIM and CRP? How are they linked?

14
Weve done some learning, now what?2003/4
15
Showing the Connections
THE FRUIT The GIM 5 dimensions of change
THE TRUNK The 3 pillars of Child Rights
Programming
FALLEN FRUIT SEEDS The learning from our GIMs
THE ROOTS The 4 principles of the UNCRC
16
GIM as a way of operationalising Child Rights
Programming
  • Do the situation analysis, set objectives,
collect baseline data and set a monitoring
framework (process impact) based on the 5
    Dimensions
  • Do reviews, evaluations and impact assessments
    based on the 5 Dimensions
  • Analyse data around the 5 Dimensions
  • Build learning from GIM into ongoing and future
    work
  • Induct partners, involve stakeholders throughout
  • Remember, GIM is a process - we do it all the
    time!

17
A more integrated approach?!The journey
continues2004/5
18
  • 2004/5 Restructure!
  • 2004 New Country Planning and Review Process
    Guidelines
  • 2004 New GIM guidelines
  • 2005 New CRP guidelines
  • 2005 Thematic Programme Planning Guidelines
  • 2005 New draft GIM guidelines
  • Aagh! How to integrate it all?

19
Where are we now? 2006
20
Progress, but still more to do...
  • Child Rights and Learning and Impact Assessment
    central to the organisation
  • Despite attempts at integration, there are too
    many guidance documents
  • Restructures throw things off balance, but
    provide an opportunity
  • New staff how to get them up to speed?
    Tricky, but another opportunity

21
Maybe the biggest challenge?
  • Creating a culture that is more
  • open, honest transparent Accountable!
  • facilitative and participatory in approach
  • focused on learning
  • How do you get (management) systems and
structures to enable the organisation to put
these values and principles into practice?

22
Next steps
  • Review of GIM ? GIM
  • Capacity building pilots
  • Streamlining (i.e. a bit more clarity)
  • Thematic Learning and Impact Assessment
Advisers to develop more specific tools, provide
    more support
  • Keep working on that culture
