Title: CO2 Solidaire

1
  • CO2 Solidaire
  • Solidarity-based finance responsible
    consumption
  • involving companies in poverty alleviation
  • and climatic change mitigation

BASI0802.060.SUPPORT/CO2/COMM
2
  • Background
  • In France and in any (all the) developped
    country(ies)
  • Global warming and Climate change are perceived
as a threat (for the actual and future
    generations?),
  • (public information is becoming widespread)
  • Public awareness is increasing thanks to the
    increaing release of information.
  • South countries
  • Particularly vulnerable to impacts like natural
disasters which are / will be very important and
    partly unforeseeable
  • Limited capacity of adaptation and financial
    means to face Climate Change
  • A lack of awareness amongst the population
  • (these consequences are unrecognized by the
public in spite of informations rising).

3
  • Background
  • Kyoto protocol solidarity between North and
    South
  • Mechanisms, like the Clean Development
Mechanism (CDM EN) were meant to be (were
understood as) an act of solidarity, but
  • They require complex and costly procedures for
their implementation (the functioning of these
    tools is extremely complex),
  • are often, as a matter of fact, almost
    exclusively implemented by multinationals on
    large scale projects
  • citizens, companies (different sizes), NGOs and
communities cannot become involved and handle
    such mechanisms
  • The CDM EN projects are mostly dealing with
environnemental issues and dont take into
    account all sustainable developpement criteria

4
  • Background
  • In developed countries, priority to the reduction
    of energy consumption
  • As it is the first cause of GHGs emissions
  • Because of the historical responsibility of these
    countries
  • About Air and Road transport
  • Air transport (3 of the global emissions of CO2)
was not integrated into the Kyoto protocol
therefore there is no commitment of the airlines
    companies and their users
  • Road transport accounts for approximately 80 of
the CO2 emitted by the whole transport sector
which contributes to more than 20 of the total
    emissions

5
  • A North-South commitment in Climate Change
    mitigation
  • CO2 Solidaire is the first french carbon
    offsetting operation since 2004
  • A double aim, through voluntary commitment in the
    North
  • To reduce the CO2 emissions
  • To improve the living conditions in the South
countries which are particularly vulnerable to
    climate change impacts.
  • Two principles (on regard ensemble)
  • To make up for the GEG emissions (to offset)
resulting from air and road transport to pay to
a fund the CO2 value which is emitted to finance
actions which reduce the same CO2 quantities in
    the South.
  • To Increase public awareness and suggest domestic
and professional actions which commit everyones
behaviour to purchases to reduce the GEG
    emissions in the developped countries.

6
  • A North-South commitment in Climate Change
    mitigation
  • Have a look on www.CO2solidaire.org
  • Everyone can calculate online his GHG emissions
and offset to one of the 4 GERES carbon projects
  • On CO2 Solidaire, Companies will fill a
questionnaire to have an evaluation theirs own
carbon emissions. They will have the opportunity
to offset through a partnership agreement proving
their commitment in climate change mitigation.

7
  • A North-South commitment in Climate Change
    mitigation
  • Have a look on www.CO2solidaire.org
  • Each participant receives regular information on
the projects thanks to the quarterly newsletter
    CO2 Solidaire
  • In addition, a presentation of each projects and
related reports (reports published by independent
office or consultant) is available on the website

8
  • A North-South commitment in Climate Change
    mitigation
  • The CO2Solidaire label and Chart
  • All of the offsetters (individual person,
companies, NGO, etc) sign a partnership agreement
and approve a Chart in which they commit to
  • off set CO2 emissions resulting from their
    transportation
  • raise awareness amongst their staff and
    customers
  • Implement energy efficiency procedures at the
    office
  • They receive a renewable CO2Solidaire label for
    minimum of 1 year.
  • The Chart allows offsetters to check
independently the project developed in the South
and thanks to the carbon finance.

9
  • A North-South commitment in Climate Change
    mitigation
  • Since the beginning (2004), CO2 Solidaire (keep
advancing) is improving its approach of carbon
    offsetting
  • Any purchase of carbon offsets to compensate GEG
emmissions has to come after actions of reduction

10
  • GERES
  • Renewable Energies, Environment
  • and Solidarity Group
  • French NGO created in 1976 in Marseille.
  • Projects for the improvement of the livelihoods
of populations in various south countries
  • Afghanistan, Cambodia, India, Benin, Burkina
    Faso, Niger and Morocco
  • Projects in the southern France (energy poverty,
    micro hydraulic )
  • Supported by multi and bilateral donors such as
European Union, UNDP, World Bank, Private
    Foundations, ADEME

11
GERES Local actions CO2 Solidaire is the
only french compensating program that manages
itself its own carbon offsetting projects.
International teams of GERES work out
sustainable development projects connected with
CO2 Solidaire in 4 different parts of the world.
12
  • GERES
  • Stakes
  • Besides climate change mitigation, the projects
supported by offsettings integrate the 3 issues
    of sustainable developpement
  • Environnemental (ex renewable and clean
    energies, forest management, )
  • Social (ex gender issues, livelihoods
    improvement)
  • Economic (ex job creation and income generation
in rural and urban areas )

13
Project Fuelwood saving project in
Cambodia Promotion of improved cook stoves to
save fuel wood and avoid deforestation. 180 000
ton of GHG avoided from 2003 to 2006 1 800 000
ton of GHG will be avoided from 2007 to 2012
  • In average, a Cambodian family uses 20 less of
fuel wood with an improved cook stove than with a
    traditional one

14
Project Fuelwood saving in rural areas and
energy control in urban areas in Morocco In
rural areas, fuelwood saving fight
desertification. In urban areas, energy
control 4600 tons of GHG will be avoided from
2008 to 2013
15
Two projects in Himalayas Solar energy for
rural development and rural electrification 6
000 ton of GHG avoided/will be avoided from 2005
on 10 years Bio-climatic architecture development
2 750 ton of GHG will be avoided from 2008 on
14 years
16
  • Project bio-climatic architecture in
    Afghanistan
  • Bio-climatic architecture development in schools,
hospitals and domestic housing in Afghanistan
  • 18 000 ton of GHG avoided from 2003 to 2007 on 14
    years
  • 47 000 ton of GHG will be avoided from 2008 to
    2011 on 14 years
