• Dutch Association for Shorter Higher Education
• An independent organisation
• Founded in 2003 by representatives of public and
  private HEIs, the Dutch organisation for Small en
  Medium Sized Enterprises and organisations for
  secondary VET (like Sector Skills Councils in the
  UK)

• Aims of DASHE
• developing the Short Cycle Higher Education in
  the Netherlands (Associate degree - Ad)
• involvement in the implementation (start 2006)
• promoting other tertairy programmes(non-formal
  higher education mostly private), linked to the
  Ad and the Bachelor (including post-secondary
  education)
• Developing a trademark for SHE, et cetera

A problem in some countries?

• We have two systems EQF en EHEA
• We have different institutions VET and HE
• We have the border between secondary and tertiary
  education (higher education)
• Can there be a mix between those two?
• Can we get more students from level 4 onto level
  5 and 6 (Bologna process)?

• We have learned from the UK
• We have used the report about the SCHE of EURASHE
  (2003)
• We have used everything politics, labour
  market, website, newsletters, bachelor-master-stru
  cture, et cetera

The Netherlands and SCHE (2)

• The organisation of Professional HEIs was against
  it they want to be universities (SCHE is
  downgrading)
• We had short-HE a few programmes
• Since Sept. 2006 we have level 5 / SCHE in the
  Netherlands with a lot of pilots

Our Associate degree (1)

• Bachelor professional 240 ects /academic 180
  ects
• Associate degreeonly the professional bachelor
  120 ects
• To get a bachelor degree with an Ad takes just
  120 ects
• Degree awarding power just for HEIs !
• (hogescholen in The Netherlands)

Our Associate degree (2)

• Co-operation with institutions for VET (ROCs in
  The Netherlands) for the younger students (18 -
  20 years old)
• Absolutely necessary co-operation with the
  labour market employers for their employees
  (upgrading their skills)
• The Ad has to be relevant for the sector of the
  labour market and a HEI has to prove it

Our Associate degree (3)

• Also prove the difference between level 4
  (highest level of VET) and the SCHE in our
  professional higher education
• So, there is no offical post-secondary education
  anymore (except specific private short higher
  education just for employees)
• SCHE and Bachelor are twins and then with a
  Professional Bachelor into a Master programme

• Ad a programme within the Bachelor
• So independent SCHE-programmes at this moment
  in HEIsMay be in the future Ad-programmes
  linked to the Bachelor
• We think that our NQF is as complete as
  possible for now

Quality Assurance

• Relevance for the labour market key issue
• Associate degree, within the bachelor more
  possibilities for a good position of the bachelor
  (more quality, less students with less
  competences)
• Better for the understanding of universities
  about the professional bachelor( Ad ? Bachelor
  / Bachelor ? Master )

In the EU (1)

• Some countries are satisfied with their NQF incl.
  a level 5 or SCHE - within of linked to the
  bachelor- using the ects-system
• Other countries are against this and are still
  against the Bergen declaration (2005)
• What is going to happen in London, in May 2007?

• Support for the SCHE in the EHEA, needed for
  London
• Life Long Learning and SCHE necessary to get
  more higher educated people
