By law an independent Regulator
  • Prepares rules to clarify what all those involved
    shall do to show compliance (applicants and NAAs)
  • Issues acceptable means of compliance and
    guidance material to assist in implementing the
    above rules
  • Oversees their actual implementation by all
    Member States (standardisation inspections)

With some executive powers
  • Executes certification tasks when uniformity and
    cost efficiency are better achieved by a
    centralised action
  • Evaluates the results achieved in the field to
    feed a continuous process of improvement of the
    quality of rules

The Total System approach
  • Covers all involved people, procedures, equipment
    and organisational structures
  • Eliminates the risks of safety gaps, conflicting
    requirements and confused responsibilities
  • Reduces burden on the regulated persons by
    streamlining certification processes
  • Is more adapted to the regulation of future ATM
    systems where equipment on the ground, on board,
    in the space and the link between them
    constitutes a single system
