  • This and the following graphs illustrate the
    growth of the American welfare system since the
    New Deal.
  • Appendix I shows the growth of public welfare
    expenditures as a percentage of the Gross
    Domestic Product (GDP), which is the total
    monetary value of all goods and services produced
    in a given year and serves as an index of
    national prosperity. The graph indicates that
    increases in welfare spending do not simply
    reflect Americans greater prosperity, but until
    the mid-1970s they consumed a growing percentage
    of the nations total resources.
  • This growth has been most remarkable in social
    insurance. Note how the growth in welfare
    spending was greatest in all areas during the
    decade from 1965 to 1975, but that only social
    insurance consistently grew in the periods before
    and after that decade.
