2Our EU Objective
- To develop a European Framework for diabetes in
the form of an EU Council Recommendation for
Diabetes Prevention, Diagnosis and Control, which
benefits EU citizens suffering from and affected
by the disease.
3Rationale For An EU Recommendation
- An EU Council Recommendation would encourage
Member States to - Establish Diabetes as a priority disease in their
national health policy - Ensure public awareness of Diabetes prevention
and management of risks and complications through
public campaigns - Share European best practice for prevention,
screening and disease management policy - Ensure proper Diabetes Nurse and Physician
training programmes - Establish screening programmes for early
detection of the disease for all at-risk citizens - Establish Disease Control Policy, based on the
management of blood pressure, blood lipids and
blood glucose levels at an early stage.

8Planned Actions 2007
- The significant achievements over the last year
are the result of a successful partnership
between FEND and IDF Europe working together for
targeted EU (and national) advocacy - We have put diabetes on the EU health agenda -
the challenge now is to keep it there! - Future EU action on diabetes will only occur if
we ensure this sustained level of advocacy it
does need us all to work together - 2007 activities will be targeted at the EUs
institutions and national governments

2008) to ensure continuity in any future EU

Action Programme (2007-2013) following
significant reduction in the budget and removal

- Calls for
- November 14th, the current IDF World Diabetes
Day, to become a United Nations Day to be
observed every year starting in 2007. - All nations to develop national policies for the
prevention, treatment and care of diabetes in
line with sustainable development of their
healthcare systems

1. Decides to designate 14 November, the current
World Diabetes Day, as a United Nations Day, to
be observed every year beginning in 2007 2.
Invites all Member States, relevant organizations
of the United Nations system and other
international organizations, as well as civil
society including non-governmental organizations
and the private sector, to observe World Diabetes
Day in an appropriate manner, in order to raise
public awareness on diabetes and related
complications as well as on its prevention and
care, including through education and the mass
media 3. Encourages Member States to develop
national policies for the prevention, treatment
and care of diabetes in line with the sustainable
development of their health-care systems, taking
into account the internationally agreed
development goals including the Millennium
Development Goals 4. Requests the
Secretary-General to bring the present resolution
to the attention of all Member States and
organizations of the United Nations system.
