Mr. Brandon Davis

• APG will minimize energy use, water consumption,
  and cost while striving to reduce reliance on
  non-renewable energy resources. All operational
  mission requirements will be met while providing
  quality working and living conditions for APG
  personnel and families.

• Reduce energy use by 20 over 10 years (MBtu/ksf)
  in existing facilities.
• New construction and renovation will meet LEED
  standards for energy use (MBTU/ksf) .
• Increase the use of renewable resources to 7.5
  of the total energy use by 2015 .
• Implement 80 of the Department of Energys water
  best management practices by 2010.
• Operate the Installation to support mission
  requirements during an emergency .
• Reduce the amount of non-renewable fuels by 7.5
  in the Garrisons fleet of vehicles.

• 1.1 Within thirty days, establish an energy
  response system to report wasteful practices
  which includes a phone hotline (using existing
  410-306-1107 line) and an internal process to
  identify, prioritize, and repair energy related
  issues.

• 1.2 Within the next twelve months, establish a
  process to monitor whether energy efficient
  equipment is being procured and change policy and
  procedures, as necessary. ( Energy Star rated
  appliances, computers, and other energy saving
  electronic products).

• 1.3 Immediately establish a Team for an Energy
  Awareness Program (supported by senior
  leadership), consisting of the following
• Use Army Theme You have the Power.
• Publish Energy Matters in the APG News (Include
  articles on minimizing water, power consumption,
  E85 fueled vehicles, etc). ( 1st article on
  12/5/05)
• Bulletins Brochures (include water
  consumption).
• SF Form 701 (Building Exit Checklist) Add Turn
  Down/Up the Thermostat, Turn Off Lights and Other
  Energy consuming equipment.
• Meet and greet at the gate.
• Develop short video clip for inclusion on every
  APG computer which runs an Energy message from
  garrison commander. (similar to computer security
  message) .

• 1.4 Immediately enlist a Tenant Point of
  Contact (POC) and a Tenant Energy Champion to
  support energy initiatives developed by the
  Energy Team. (eliminate unnecessary run-time and
  excessive heating and cooling, inform tenant on
  actual bills, develop web page to enable energy
  use monitoring by tenants).
•  1.5 Have established an Energy Action Team to
  implement energy reducing initiatives which are
  fully supported by the APG command. The Energy
  Action Team will oversee execution of all
  tactical initiatives and goals outlined in this
  program (Energy Program Group).
•  
• 1.6 Within three months, perform an energy
  metering survey of select buildings on APG.
  Based on the survey, establish a plan to
  incrementally add metering to all buildings
  identified (100) by FY08.

• 1.7 Within twelve months, the Energy Action Team
  will establish a steam trap/piping program to
  inspect, repair, and monitor leaking steam/water
  conditions in the field. (FY 06, FY 07, FY 08)
• 1.8 Immediately work with DOIM to require that
  computers be powered off at night.
• 1.9 Maximize use of building automation systems
  by validating the building system data within the
  next nine months.
• Gain full and exclusive use of Bill Selby to
  monitor building automation systems to find
  extreme building temperatures, unusual operating
  hours, boiler water chemistry, and other
  anomalies in the data provided.
• Enforce policies established by the Energy Team
  and supported by command.

• 1.10 Training for energy use (FY06/FY07/FY08)
•   Within nine months, the Energy Team will
  develop and execute workshops on operating
  procedures and energy costs.
• Set up training sessions in coordination with
  other garrison required training.
• 1.11 Within 3 months, improve coordination with
  Waste to Energy Plant
• Immediately assign Rodney Evans as liaison (with
  direction from the Waste to
• Energy COR) for operational functions between
  the DIO and the NE Waste Disposal Authority.
• Rapid resolution of issues to maximize steam
  through-put.
• 1.12 Gas/Oil Fuel Switch.
• Immediately, base changes on market conditions
  and direction to Facilities Maintenance.
• Immediately, coordinate with Bruce Byrd at DESC .

• Goal 2 New construction and renovation will
  meet LEED standards for energy use (MBTU/ksf).

• 2.1 Within nine months, establish a DIO Energy
  lead to coordinate with USACE and ACSIM to
  achieve Sustainable Building Design standards and
  assist with implementing change to DoD policy,
  where needed.
• 2.2 Within nine months, include sustainable
  design principles required in the APG
  Installation Design Guide in all renovation and
  new construction projects.

• Goal 3) Increase the use of renewable resources

• 3.1 Starting in January 06, initiate research,
  re-write, and negotiate Waste to Energy contract
  prior to plant expansion.

• 3.2 Within FY06, FY07, and FY08, explore
  opportunities for renewable on-site generation,
  as projects are proposed. ( i.e. MUNIGRID)
•  
• 3.3 Immediately research and determine if
  bio-fuels can be used in boilers and if it is
  economical to do so.

  irrigation supply from the municipal water system
  (both Aberdeen and Edgewood).

  eliminates watering.
• 4.4 Investigate installing waterless urinals in
  new facilities.
• 4.5 Investigate installing low-flow faucets in
  new facilities.

  fueling station within the next two to three

  bio-fuels for use at APG.
• 6.4 Within nine months, implement a policy
  developed by the Energy Team to lease new
  vehicles which operate on E85 fuel and phase-out
  petroleum fueled vehicles.

• Ozone Action Days standard revised from 1-hour
