EHS Challenges Facing US Research Universities
in the Next Millennium
  • Increasing Federal Government Regulation of
    University Research
  • USEPA inspections at major research universities
    since early 1990s
  • US Patriot Act and regulation of possible Weapons
    of Mass Destruction (select agents etc.)
  • Universities shipment and receipt of hazardous
    materials
  • Public Research Universities are receiving less
    support from state government and are pursuing
    research revenue as a method to generate funding
    as well as raise the academic reputation of the
    institution
  • Research often times involve agents that carry a
    high risk factor for the institution and probable
    regulatory agency intervention if problems occur

  • Comply with all applicable EHS laws and
    regulations
  • Support ASU initiative for world class EHS
    compliance at all institutional levels

Implementation of EHSMP Guiding Principles
  • The EHSMP establishes the following
    responsibilities and structure
  • Department of Environmental Health Safety
  • Responsible and accountable for ASU compliance
    with all EHS regulations
  • Provides technical, regulatory and related
    management services to colleges/schools and
    departments that have a shared responsibility for
    both operational accountability and regulatory
    compliance
  • Interacts with regulatory agencies

    Departments
  • Each ASU unit will conduct its operation in
    accordance with all EHS laws and implement ASUs
    EHS policies
  • Work cooperatively with EHS to conduct EHS
    training inform employees about work place
    hazards and safety procedures conduct
    inspections and correct violations investigate
    incidents and employee complaints enforce
    policies and appropriately document activities
    and processes
  • Each Dean, Chair, and major operating unit
    Director shall appoint an EHS Compliance
    Officer(s) to serve as associates and adjuncts to
    EHS professional staff
