Types of Grants
Reimbursement grants with cap of 2 million per
project.
  • Recycling capital investment in facilities and
    equipment.
  • Recycling coordinator salaries and recycling
    education. (Added in year 2000)
  • Household hazardous waste collection disposal
    projects.
  • Waste reduction projects.

Since 1994, DEC has awarded 745 EPF recycling
HHW grants totaling nearly 85.1 million

awarded for Recycling planning, Education,
Enforcement, and Coordination activities.

Waste Reduction Projects
Funded Materials Reuse Exchanges operating in the
Hudson Valley, Town of Islip, Western New York,
City of Buffalo and New York City.

HHW Projects
Nearly 30.1 million awarded for HHW collection
day program disposal costs, and for construction
and operation of permanent HHW collection
facilities.

Wait listed Projects
The SFY 2008-09 State Budget includes about
10.825 million for the MWRR program to fund
recycling HHW projects.

So where am I on the wait list?
  • Full applications solicited for pre-applications
    that were received by 7/20/2007.
  • If 2009 EPF provides 10 million, DEC will reach
    waiting projects received by 2/4/08.
  • If 2009 EPF provides 15 million, DEC will reach
    waiting projects received by 5/12/08.

Recycling Capital Projects
1. Comprehensive project description - Outline
steps of recycling collection, aggregation,
processing, marketing 2. Markets are important
a. DEC looks for highest end use. b.
Materials combusted or used in a landfill are not
acceptable market for this grant program.
c. Waste tire and waste oil project
markets are rare. 3. Trucks and multi use
equipment provide clear info on all uses and
time percentages, AND estimating rationale.

4. Replacement of grant funded equipment
provide info on disposal of previous
equipment. 5. Lease/purchase equipment - only
principal is reimbursable, and only after
acquiring title. 6. MWBE- call DECs MWBE
office at 518-402-9311.

Recycling Education and Coordination Projects
  • 1. Be very specific on tasks and
    responsibilities for the Recycling Coordinator.
  • 2. Provide copies of work products (brochures,
    ads, flyers).
  • For subcontractor costs, send in the agreement
    with your application for DEC to determine their
    eligibility.
  • 4. Submit pre-applications in advance to manage
    the waiting period.

HHW Projects
  • 1. Be sure to secure approval from DEC Regional
    Office for the event (approval letter) or the
    facility (permit).
  • Up-to-date resolutions required. (no more than 5
    years)
  • Submit timely HHW grant applications. After the
    fiscal year is over, cannot reimburse previous
    years expenses.

Payment requests
  • 1. In order to document eligible costs, be sure
    to provide
  • State Aid Voucher
  • All Invoices
  • All Municipal Vouchers
  • All Cancelled checks
  • Include copies of new work products and ads if
    not already submitted in application.
  • Make sure that items for which reimbursement is
    sought are included in the grant contract.
