4Transfer of Control Process Objectives
- Simultaneously satisfy operational and tactical
level requirements for distributed exercises - Pass control of entities between operational and
tactical Computer Generated Forces (CGF) systems
to overcome resolution differences

- Technical Test Plan
- Test Transfer of Control over distributed network
- Previous Test was over local LAN
- Test NGTS Manual and Automatic transfer of
control function - Use DMOC WTT Virtual and DMOC STAGE Constructive
simulators - Test Transfer of Control through DMOC DIS Filter
- Operational Test Plan
- Engage MiG 29 Aircraft after Transfer of Control
- Transfer Red Aircraft back to AWSIM, check fuel
and weapon status

10 Manual Transfer of Control Test Results
- Four AWSIM generated red entities successfully
transferred to NGTS manually - Entities directed by the NGTS AWACS controller to
engage two STAGE F-15 - Surviving MiGs transferred back to AWSIM, weapons
and fuel consistent with NGTS status - Four additional MiG 29s and 2 MiG 23s manually
transferred from AWSIM to NGTS - Problem with NGTS assigning transferred entities
to NGTS controller - Manually directed transferred entities to engage
WTTs, engaged and destroyed NGTS entities

19Automatic Transfer of Control Test Results
- For the AWSIM - NGTS automatic pull for STAGE
engagement, the automatic TC worked - Three AWSIM MiGs were automatically transferred
to NGTS, the fourth had to be manually pulled - Two MiG 29s were killed by STAGE F-15s, one STAGE
F-15 was killed by NGTS MiG However - Destroyed MiGs continued to send Entity State
PDUs until manually deleted by NGTS - Entity States sent showed entity destroyed, speed
set to 0, altitude set to 1 ft. - One transferred entity showed one call sign, but
Redsim logger showed another - NGTS Call Sign XX73 vs AWSIM Call Sign XX304
20Automatic Transfer of Control Test Results
- For the AWSIM - NGTS automatic pull for WTT
engagement, the automatic TC did not work - When the AWSIM MiG 29s were within 60 miles, the
automatic transfer of control did not initiate - Three MiGs had to be pulled manually
- Since they were pulled manually, the controller
was not assigned to these aircraft, and
therefore, did not engage the WTTs - Once the controllers were manually assigned, the
WTTs engaged and killed the MiG 29s
21Conclusions
- NGTS Automatic and Manual Transfer of Control
Successful, but improvements are required - Once NGTS Entities are destroyed, Entity State
PDU transmission should stop - NGTS Call Sign should be consistent with AWSIM
Call Signs - NGTS Reliability needs improvement
- NGTS Flexibility needs improvement
- Manual Transfer of Control Over-ride Controller
Assignments - DIS Filter Successfully read and passed Transfer
of Control, Set Data, and Acknowledge PDUs - Incorporate Transfer of Control Study Group
Changes into NTGS and AWSIM
