What is NCMPMS?
  • NCMPMS A suite of performance indicators to
    track how well states are achieving CZMA
    objectives and contextual indicators to track
    environmental and socioeconomic factors that
    influence program actions
  • Purpose To better quantify and report on the
    impact of the CZMA by tracking and aggregating
    indicators of the effectiveness of coastal
    management programs

Why are we doing this?
  • Increasing federal and state interest in using
    performance indicators driven by the Government
    Performance and Results Act.
  • Language concerning the development of a
    performance measurement system has been included
    in several CZMA reauthorization bills.
  • Language concerning the need for measuring the
    national impact of CZMA in 2001, 2002, and 2003
    appropriations bills.
  • OMBs scoring of CZMA programs as results not
    demonstrated using PART.

What is happening during the pilot?
  • What? A pilot phase to refine the performance
    measurement system by
  • Refining and narrowing the list of indicators
  • Determining measurement units
  • Refining data collection and reporting methods
  • Identifying how much money, technical assistance,
    and staff time will be needed at the state and
    federal levels
  • When? 2004
  • Who? Commonwealth of Northern Mariana Islands,
    Florida, Maine, South Carolina, Virginia,
    Washington, and Wisconsin are collecting data
    Alaska and New York are providing input

    including the narrowed indicators and
    implementation plans
  • if this system meets the intent of the
    Congressional request and OMB PART process

Whats coming up next?
  • March 2005
  • Program Managers Meeting
  • Managers will be provided with a report out from
    the pilot wrap-up meeting and the OMB
    Congressional briefing prior to the PMM
  • PMM session to discuss the indicators and
    direction of NCMPMS

Implementation Strategy Option
  • Phase in all of the national performance measures
    (approx. 10-15 measures total) over the next
    three years
  • Each state report on indicators from 1-2 focus
    areas per year for the three years (3-4
    indicators per year), so that in the third year,
    each state has reported on all indicators.
  • If data is not available for a specific
    indicator, the state could reply data not
    available but would be encouraged to work toward
    collecting the data in the future.

Implementation Strategy Option
  • If the indicator is not applicable, the state
    could reply N/A but would be encouraged to
    develop and report on a related indicator
    specific to their state.
  • If states feel the national measures do not meet
    all of their information needs, they would be
    supported in developing additional state-specific
    measures.
