Agency Profile
DIA Mission DoD Directive 5105.21 of 18 March
2008 DIA shall satisfy military and
military-related requirements of the SECDEF the
CJCS and the DNI, and provide the military
intelligence contribution to national foreign
intelligence and counterintelligence. DIA Shall
plan, manage, and execute intelligence operations
during peacetime, crisis and war. DIA Shall
serve as the DoD lead for coordination
intelligence support to meet Combatant Command
requirements lead efforts to align analysis,
collection, and Intelligence, Surveillance, and
Reconnaissance (ISR) activities with all
operations and link and synchronize Military,
Defense, and National Intelligence capabilities

JTS Implementation- Successes and Issues -
1. DIAs AMETL is approved and signed for FY09 -
Entered into DRRS and JTIMS 2. DIAs FY 09 ATP
has been completed and is in staffing 3. DIA
answers and inputs JCCAs as necessary and
coordinates as needed

Phase I of JTS is fully implemented at DIA. The
Director publishes his annual Training Guidance
in the DIA Strategic Plan. DIAs AMTEL is
developed and published in DRRS and JTIMS with
all accompanying handbooks and documentation.
DIAs Joint Training System Continuity Guide is
developed to explain the JTS within DIA.
Phase II of the JTS is 90 successfully
implemented. DIA has a FY09 ATP in staffing,
which will be inputted into JTIMS once approved
and signed. DIAs JTIMS and ATP Handbooks are
completed. DIA does use JTIMS, but does not fully
use the program, as there are no Intel Exercises
where the Agency creates and assesses TPOs and
TPEs developing TPA, therefore no TPOs, TPEs and
TPAs have beed developed, but DAE-2 is working
developing TPOs and TPEs for DIA Combatant
Commands Exercises

Phase III of the JTS is partially implemented.
DIA fully supports Combatant Command Exercises,
but to date there have not been any TPOs nor TPEs
developed to assess DIAs support to the
Combatant Commands Exercises. More often DIA
exercise personnel are part of the exercise play
rather than part of the training audience. DIA
has not begun to develop its Lessons Learned
program and does not support JLLIS. DIA does have
an extensive Intelligence Training and Education
Program in JMITC and JIVU.

Phase IV of DIAs JTS has not been implemented,
While DIA does assessments of training and
education course in JMITC and JIVU with Middle
States Certification, DIA conducts no assessment
on the training and education courses in
accordance with the CJCS 3500 series instruction
and manual. DIA does successfully completed all
reporting in DRRS, JCCA, and completes CSART, it
does not complete and TPAs or a MTA. The Director
of DIA does complete and annual assessment of
training in HCLs Learning Performance Plan and
HCLs End of Year report to USD (I).
