  • Unnecessary information flow to a minimum.
  • Some notification messages are not of relevance
    to an international assistance exercise.
  • Use of coordination message very good (but we
    have to try to pay attention to them).
  • Good Cooperation between civil protection and
    military personnel at the national level in order
    to decide on formulation of possible offers of
    assistance.

  • More familiar with the exercise procedure due to
    the experience of last two days
  • Manage the assistance resources coming from other

    participating countries

  • Exercise communication system operates normally
  • The JTLS database unit responded to the
    requirements of the EOC
  • The request of Info manager for sending
    Acceptance of offer for assistance even the
    offer wasnt accepted is about to be solved.

  • TODAYS HIGHLIGHTS
  • Exercise is running better and better,
    especially message flow is satisfactory.
  • EOC preformed on national and international
    level. All activities
  • were taken according to national plane crash
    procedures.
  • NEXT DAYS HIGHLIGHTS
  • Ready for new MSEL injects.
  • We expect lot of international coordination
    (with States and International organizations).
  • Review of existing procedures present big
    challenge for us.
  • OBSERVATIONS
  • JTLS Data base doesnt allow us to play
    realistically with civil units.

  • TODAYS HIGHLIGHT
  • ZADEK terrorists had attacked simultanously to a
    dam,a refinery,a subway and Atatürk Airport. All
    the national reactions have taken place to
    overcome the situation.
  • Turkish Humanitarian Aid and Supply Convoys have
    reached to Romania, Croatia and Macedonia.
  • Two Turkish SAR teams have arrived Bulgaria.

  • Consequance management efforts will continue to
    overcome the situation by means of national
    capabilities and regional coordination and
    support.
  • OBSERVATIONS
  • Consequences of terrorist attacks have
    continuously and effectively been evaluated
    during the third day of exercises in TU EOC.

  • SEEBRIG EOC can offer to all Sites
  • - Earth moving operations
  • - Cleaning transportation routes of debris
  • - Temporary shelter for personnel and animals
  • - Road construction and repair, building
    renovations.
  • - Limited de-mining operation and unexploded
    ordnance disposal
  • - Assistance, set up refugees and displaced
    people camps.

  • Additional events injected (4 per day)
  • 69 events injected today

  • Tempo of the exercise slows down

  • OBSERVATIONS
  • Coordination went well today
  • 232 messages have been sent during the exercise
  • Approximately 185 MSELs have been sent during the
    exercise

  • TODAYS HIGHLIGHTS
  • No reported problem with the information flow.
  • No comment came from countries on Event Matrix.
    So we are assuming that every report originated
    are in the list.
  • NEXT DAYS HIGHLIGHTS
  • Expect to get over with the report numbering,
    naming and referencing issues.
  • OBSERVATIONS
  • Countries should not be sending their internal
    messages from ECGFwd to ECGMain. The internal
    messages should not be numbered with ECG Report
    Numbering System.
  • Still some problems with report numbering, file
    naming and referencing. (But fewer than previous
    days)

    and responses
  • HR Requested assistance and received 4 Offers on
    D-1, but Accepted on D3
  • RO used Coordination not Acceptance
    (non-acceptance) of AL offer
