Key Points
  • Contingency Contracting Officers (CCO) must be
    familiar with the statutes, directives, treaties,
    and agreements that will affect contracting
    operations when deployed.
  • Seek guidance from the Host Nation Support Team,
    Command J-4, and the United States (US) embassy.
  • Much of the business conducted by contractors
    overseas is by negotiation. Negotiating for lower
    prices should be considered a normal business
    practice.
  • Be aware of anti-terrorism countermeasures and
    security.
  • Maintain information operations security in all
    your activities.

  • Limitations CCOs do not have the authority to
    enter into agreements with foreign governments
  • If an agreement is already in existence, the CCO
    may write priced delivery orders with HCA
    approval
  • If an new agreement is needed, the CCO may seek
    approval through the Host Nation Support Office
  • Seek out and establish a link with the HNS teams
  • Essential to establish link with HNS authorities
    and personnel

  • Assistance In Kind Agreements (AIK)
  • Status of Forces Agreement (SOFA)
  • Acquisition and Cross-Servicing Agreements (ACSA)
  • ACSA provides cooperative logistics support and
    to authorize the loan or lease of supplies and
    services to include equipment, food, water, ice,
    lodging, utilities, facilities, trans, comm, base
    operation support, etc.

  • Ethics CCOs must ensure appropriate ethic
    policies are observed, especially in foreign
    countries
  • Be conscious of local culture kickbacks,
    finders fees, exchange of gifts or other
    illegal gratuities
  • When procurement integrity conflicts with local
    business practices, the CCO must explain to
    contractors the restrictions placed on U.S.
    procurement officials

    handshake but should be followed with a written
    signed contract

  • Learn as much as the language as possible
  • Recognize the differences of their lifestyle and

  • Ask your intel officer or chain of command for
    info on terrorist groups in your area and stay
    alert to local news
  • Be attentive to your surroundings and what is
    happening around you as you may be vulnerable to
    terrorist attacks at anytime be ready to react
    at the first sign of danger

    conduct of military operations or exercises

  • Over time you will develop rapport with
    contractors, be wary when talking with them as a
    bond of trust will happen until they ask
    questions like
  • Is there an exercise happening?
  • How many people are on the base?
  • Are more personnel coming in soon?
  • Be aware of what you say when corresponding with
    your vendor base as Elicitation, Espionage, and
    Subversion techniques could be used right in
    front of your eyes
