• Higher costs in servicing regional areas
• Expectations of service delivery by employers in
  regional areas
• Cross border anomalies Victorian new entrant
  trainees must have a NSW employer
• Employers pay 192 (2007) enrolment fee per
  semester per employee, irrespective of when the
  traineeship commences
• Flexible New Entrant trainees serviced through
  Employment Based Delivery are often not a viable
  option
• Occasionally, employer demand exists for
  traineeship courses that arent registered to be
  offered as traineeships. (eg Certificate courses
  in GIS)
