WHAT IS THE MARS PROJECT?
  • MARS Military Afloat Reach and Sustainability
  • The project established to specify, build and
    bring into service three vessel types for the RFA
  • Fleet Tankers (FT) 4/6 off
  • Fleet Solid Support (FSS) 2 off
  • Joint Sea Based Logistics (JSBL) 1 off

MARS PROJECT HISTORY
  • Prior to May 2007, the project was proceeding on
    the basis of an Alliance using a central
    Integrator
  • In May 2007, the Alliance process was dropped in
    favour of a conventional design and build
    contract managed by the MARS IPT.
  • Initial priority was to procure the Fleet
    Tankers, followed at a later date by FSS and JSBL
  • In 2008
  • The MARS IPT was incorporated into the Afloat
    Support Directorate Design and Construction
  • Four shipbuilders were down selected and invited
    to bid for the FT
  • In December, the FT project was postponed for
    three years due to lack of Government Funds

MARS FLEET TANKERS AND STANDARDS
  • Replacement for Leaf and Rover Class RFA Tankers
  • Be able to carry - Fuel Oil 19,000m3 (AVCAT and
    Dieso)
  • - Potable Water 1300m3
  • - 8 ISO containers
  • To be able to load and off load solid and liquid
    cargo and stores
  • - In port, at anchor, at sea underway (RAS)
  • - VERTREP by helicopter (Stores only)
  • Carry 64 crew and 32 embarked forces for 35 days
    without re-supply
  • Operate worldwide including sea areas with first
    year ice
  • Sustained Speed 15 knots
  • Manoeuvring

  • No direct reference to UK Defence Standards
    unless absolutely necessary
  • Extract the UK Def Stan requirements you want to
    apply and write them into the specification
  • the Spec then becomes the Standard to be applied
    by the Builder
  • removes builder concerns about how much of the
    Def Stan to apply
  • avoids the problem of the application of embedded
    Defence Standards

  • Clarity, Coherency and consistency in design is
    to be achieved
  • Costs are to be controlled
  • Use DSTAN websites and tools to help implement
    MOD policy
  • Consult DSTAN personnel if you are uncertain
    about the way ahead
