2The world is changing
- People want sensory experiences
- A consumer based economic system is becoming an
experientially based system - There is no brand loyalty - so if you stop
changing . Someone else will take over your
market niche
3- They always say that
- time changes things,
- but you actually have to
- change them yourself.
- Andy Warhol

- has a lot to learn about change
5Purpose

17Percept Analysis
- (Based on 2003 Percept Data compiled for the
Episcopal Diocese of Washington)
18Percept builds non-overlapping 2.5 mile radius
circles (ImagineAreas) starting with the densest
area as number 1 and moving on through
progressively lower density until they account
for 95 of the population. For the area
comprising the Episcopal Diocese of Washington it
took 75 circles or 1,470 square miles to account
for 95 percent of your population. The remaining
5 percent lives in the non-circled areas.

Who are You, said the Caterpillar I - I hardly
know, Sir, just at present, Alice replied rather
shyly, at least I know who I was when I got up
this morning, but I think Ive changed several

63Focus Groups
- Perception is Reality
- Robert Anton Franken
64- Lack of communications from Church House and
council .. Misinformation has happened - Need for Hispanic/Latino Ministry, need Diocesan
s and will not become self supporting quickly - Diocese changes rules mid-stream which make
progress difficult (i.e. mission to parish
process) - Parish Bounds are a problem Parish Bounds are
not followed so no problem, historic - Perception for money to go to a white suburban
church, equal amount must go to African-American
congregation - DC doesnt think of itself as multi-cultural
- DC is very neighborhood oriented
- Diocesan promise for money to help with building
not always kept - some get help others get no
help - Need joint sponsorship of missions rather than 1
cong.
65- Redevelopment will create conflict
- Hierarchy within African-American congregations
- Rock Creek Park is a real divide in Washington DC
- Some loans to congregations from the diocese have
never been paid back and no good accounting
exists - There is increasing competition for Sunday am
- Disconnect with diocese creates suspicious lay
leaders - Race creates 2 worlds in this diocese
- Often church buildings are poorly sited /or too
small - There has never been a Mission Strategy in the
diocese - Some see the Episcopal church as snooty,
backwards looking, contentious, clannish. - The Diocese is saddled with a colonial
sub-structure
66- Diocese has missed opportunities for new
congregations - Race is a problem when there is a wide divide in
education economic - Some churches do not have the required audits
- Diocese missing a sense of community
connectedness - The regions are gerrymandered
- The southern regions are isolated
- Bishop shouldnt cancel visitations
- Need for transparent diocesan operation
- Lay leadership is ebbing
- Provincialism causes resistance to change
- Suburban missions should not do niche ministry
67Observations
- Change is the law of life.
- And those who look only to the past or present
are certain to miss the future - John F. Kennedy

Population Diversity Shifting
1-Central DC 2-NE Washington 3-SE

Landover 7-Gaithersburg 11-Suitland/Silver Hill
76Tier 3 Recommendations Land Purchase for Future

77Tier 4 Recommendations Evaluate Capacity for
Long Term Future Growth
48-SW Germantown 50-SW Lexington Park 52-NE
Glendale 68-SW California
78Other Recommendations
- Review all small congregations - determine their
needs - Research identified high growth areas
- Determine where and how to purchase land in
future growth areas - Revise Constitution and Canons to eliminate
Parish Bounds
79More Recommendations
- In a real way deal with issues of race and
changing cultures - Revise Regional Boundaries to make natural
geographic, affinity, or size groupings - Continue improve communications - create an open
system (transparent) which lets all affected
players see what is going on
80Multi-cultural Recommendations
- Review areas where Hispanic/Latino is greater
than 10 percent of the population - Review areas where Asian is greater than 10
percent of the population - Develop a diocesan strategy for multi-cultural
ministry - Possibly using single sites for multiple
congregations - Often these groups need/want separate svc.
