3
New IEEE ED Jeffry Raynes
  • 25 years of leading staff organizations of
    professional Not-for-Profit associations
  • No technical background
  • Good history of turning around NFP associations
    with problems
  • Has experience interacting with media as
    spokesperson
  • Current employer is 1 order of magnitude
    smaller than IEEE
  • Seems smooth, accomplished, interviewed well,
    etc.
  • Looks like a good choice will start mid-November

4
Most Recent Employment
  • 1995 2005 Assoc. for Operations Management
    (APICS)
  • International education organization for industry
    professionals and execs in engineering,
    manufacturing, production, inventory, supply,
    purchasing, etc. symposia, workshops, books,
    pubs, courses, international conferences and
exhibitions, as well as certification programs.
  • 1991 1995 North American Die Casting Assoc.
    (NADCA)
  • NADCA resulted from the merger of two
organizations that served the die casting
industry the Society of Die Casting Engineers
and the American Die Casting Institute. The
    merger left many problems
  • 1981-1991 Better Homes Heating Council (BHHC)
  • BHHC was established in the 1950s as an
advertising cooperative that, prior to 1981, had
been experiencing a period of declining
    membership and revenues.

5
Recommendations on Divisions
GREEN for moved societies others unchanged
  • Current
  • New Proposal

Q Why are Councils listed in Divisions at all?
6
Key IEEE Issues 2004/5
  • Study efforts commissioned in 2004 IEEE
    President Art Winston
  • Publications
  • Membership
  • Conferences
  • Chapters
  • but what is not on this list?

7
IEEE Finances !!
  • Much better (whew!)
  • Reserves up
  • 26M in 2003
  • 2004 also a good year
  • 6.7M operating surplus
  • Reserves increase to 124.4M
  • 2005 budget of 1.8M operating surplus --gt
6.1M forecast as of May forecast YE Reserve
    forecast --gt 130M
  • More conservative investing of reserves --gt good
    and bad
  • Infrastructure charge still a major concern
  • But reduced by 2M for 2005

8
S/C access to reserves
  • BoD passed S/C access to reserves (this gets a
    bit tricky.)
  • No more than 3 of IEEE reserves spent for
    initiatives
  • When IEEE and O/U Reserves /gt 50 of expenses
  • 2 available to New Initiatives Committee
  • 1 to O/Us that qualify (R/E gt 50) S/C may
budget up to 3 as long as aggregate for S/Cs
    does not exceed 1

9
So what IS up with the BoD?

10
Membership
  • A real concern
  • Overall up 1.0
  • U.S. down 1.8,
  • Non-U.S. up 5.3
  • Societies down 3.6
  • Full Dues Paying down 0.2, Minimum income down
    1.4

11
Interesting aspects of membership
  • 43 of members do not belong to a society
  • 62 of students do not belong to a society
  • 39 of members are from Regions 7-10
  • 202.3K Regions 1-6, 128.7K Regions 7-10
  • Regions 1-6 membership is declining (-1.8)
  • Regions 7-10 membership increasing (5.3)

12
Strategic Analysis of IEEE Membership Program
  • Membership Workshop 6-8 May 2004 to develop new
    model gt on-going effort.
  • Membership Grades Wider Professional
    Eligibility.
  • Focus on incorporating new technologies
  • Strengthen ties to industry
  • Two levels of Student Membership Undergraduate
    and Graduate

13
Publications
  • Publications
  • Number keeps growing
  • 5 new for 2006 so far
  • IEL/Explore a great success
  • IEL/Explore for small companies
  • OFAC dispute resolved very successfully
  • But open access is a major long term threat to
IEEE ? critical to defend 30M surplus, which
    supports many other programs

14
Our Goal For 2010 Be A Leader In Technology
Information
  • Be the premier source for technical information
    to all technology practitioners
  • Lead in creating and organizing a variety of
technical content and disseminating it to users
in a personalized, seamless, coherent, and
    integrated fashion
  • Double the amount of content published
  • Provide IEEE members affordable access
  • Double the inflation-adjusted net surplus
generated by information services and products

15
Conferences Strategic Analysis for IEEE BoD
  • Examine Impact on Societies and Membership
  • Examine Financial Impact on IEEE, opportunity for
    increased net
  • What is Long Term Strategy Goals Perspectives
    and Membership Value.
  • Competitors?
  • Decentralized vs. Centralized control
  • Opportunities for Joint Conferences
  • Financial Control (Audit Issues)
  • Exposure to Contingencies (Terrorism, Weather)
  • Open Publication Implications

16
IEEE CHAPTERS AND SECTIONS
  • Chapter Structure
  • Joint parentage Chapters both by Region and
    Society(s)
  • Distinguished Lecturer Programs
  • Value to Members and for Membership
  • TAB Committee of Society Presidents

17
Whats the Boards Mindset?
  • Much better!
  • Focus on IEEE Future and Challenges
  • IEEE Membership, S/C Membership
  • Cost and value of membership
  • Market penetration
  • Finances/infrastructure charge
  • Publications
  • Conferences
  • Education
  • IEEE Operation
  • IEEE Relevance to technical community, industry
  • IEEE Globalization
  • Asia Summit meeting series
