Members of the Applications Working Group (AWG)
  • MAJ Kevin Finch USAIC
  • Mr. Kevin McConnell USMC
  • Mr. Jerry Gaskil USN
  • MSgt Edward Sparrowgrove USAF
  • Mr. Bill Cardenas - SOCOM
  • GMCS Chris Graham USCG
  • Mr. Walt Gadomski PM Soldier Weapons

4
AWG TASKS
  • Assist with the review/update of the JSSAMP
  • Harmonization of Requirements
  • Harmonization of Testing

5
JCIDS
JCIDS implements an integrated, collaborative
process, based on top-level strategic direction,
to guide development of new capabilities, either
materiel or change in doctrine, organization,
training, logistics, personnel, or facilities
(DOTLPF) JCIDS change recommendations are
developed and evaluated in consideration of how
to optimize the joint forces ability to operate
as an integrated force
6
JCIDS vs RGS
  • RGS
  • Requirements developed bottom-up
  • JROC for ACATI/IA
  • Self-policing for coordination
  • Duplication existed, particularly in smaller
    programs
  • Joint warfighting needs not prioritize
  • JCIDS
  • Enhanced methodology to identify and describe
    capability gaps
  • Documents are screened for joint applicability
    regardless of ACAT
  • Engage the acquisition community early
  • Improves coordination with other departments and
    agencies

7
JCIDS Process Documentation
  • New JCIDS Terminology
  • Initial Capability Document
  • ICD
  • Acquisition milestone A
  • Capability Development Document
  • CDD
  • Acquisition milestone B
  • Capability Production Document
  • CPD
  • Acquisition milestone C
  • Old RGS Terminology
  • Mission Need Statement
  • MNS
  • Acquisition milestone A
  • Operational Requirement Document
  • ORD
  • Acquisition milestone B C

8
JCIDS Analysis
  • Functional Area Analysis (FAA)
  • Identify operational task, conditions, and
standards needed to achieve military objectives
  • Result Tasks to be accomplished
  • Functional Needs Analysis (FNA)
  • Assess ability of current and programmed
capabilities to accomplish the tasks that the FAA
    identified
  • Result List of capability gaps

9
JCIDS Analysis
  • Functional Solutions Analysis (FSA)
  • Operational based assessment of existing joint
    force operation and doctrine, organization,
    training, materiel, leadership/education,
    personnel, and facilities (DOTMLPF)
    capabilities/deficiencies
  • Result Potential integrated DOTMLPF approaches
    to capability gaps
  • Post Independent Analysis (PIA)
  • Independent analysis of approaches that best
    address the joint capability gap.
  • Result Initial Capabilities Document

10
JSSAP-JCIDS
  • JSSAP is currently sponsoring two analytical
    efforts
  • An 11-month JCIDS analysis that will produce an
FAA/FNA/FSA for joint Small Arms capabilities in
    accordance with National Defense Strategies.
  • An Accelerated Splinter effort to conduct an
    FAA/FNA/FSA for individual weapons capabilities
for the near term (8 years) in support of CCD for
    OICW Increment 1
  • American System Corporation (ASC) has been
selected to assist the AWG with this effort
  • This analysis will establish the analytical
underpinnings for all of our small arms
    requirement documents.

Joint Potential Designator (JPD)
  • JROC Interest
  • All ACAT I/IA, and DOTMLPF change proposals
  • JROC validates and approves
  • Joint Impact
  • Any ACAT II and below program with significant
    impact on joint warfighting
  • FCB Validates, sponsor approves
  • Joint Integration
  • Any ACAT II and below program without significant
    joint impact
  • Sponsor validates and approves
  • Independent
  • Any program not meeting the above criteria
  • Sponsor validates and approves

Joint Impact will be eliminated in next
revision of JCIDS guidance!

In Conclusion
  • The AWG is acting on previous JSSAP Management
    Committee direction regarding harmonization of
    requirements
  • FAA/FNA/FSA for individual weapons report will be
    completed on 6 July 2004
  • The Joint overarching FAA/FNA report will be
