  • I. INTRODUCTION
  • The countries of Latin America and the Caribbean
    regions have unique geographical locations, with
    predominantly isolated rural communities, that
    make them difficult to exchange up-to-date
    medical information.
  • Thus, the promotion of the practice of
    telemedicine (TM) in these countries would have a
    significant impact in the improving of the
    wellbeing and level of healthcare of their
    populations.

  • These countries have a great demand for formal
    training in areas of technology applied to
    healthcare, such as computer sciences and
    telecommunication technologies (ICTs).
  • However, the relatively low level of ICT
    knowledge and management prevents the suitable
    introduction of telemedicine activities into
    their daily labor atmospheres as well as its
    rapid and balanced deployment.

  • Therefore, ATALACC proposes the design and
    implementation of an Online Telemedicine Course
    (OTMC) based on an integrated e-learning model
    that results flexible, low cost and focused on
    the reality and necessities of the Latin American
    Caribbean regions.
  • The online course will count with the
    coordination and sponsorship of several
    international and local institutions all well
    known for their extensive background in TM
    training.

  • II. OTMC CHARACTERISTICS
  • The OTMC will initially target two populations
  • Healthcare-related personnel
  • doctors, nurses, health assistants, personnel of
    the health ministries, etc.
  • Technical support personnel
  • telecommunication and IT engineers, hardware and
    software technicians, technicians in wired and
    wireless applications, support staff at the
    different TM sites.

  • The web-based course will be offered in Spanish,
    English and Portuguese and its content will be
    developed with the simultaneous aid of the
    invited content providers.
  • It may be accessed with viewer-privileges from
    any Internet terminal, regardless of its speed
    (dial-up, ADSL, ISDN, cable modem, satellite),
    thus enabling the vast majority of potential
    users to access this course.

  • III. OTMC PROGRAM OUTLINE
  • The program will initially include three basic
    modules
  • A theoretical online course with an online
    evaluation.
  • A second module involving hands-on training under
    controlled conditions (training center).
  • A third step with field visits to designated TM
    sites.

  • Since ATALACC recognizes the urgent need of an
    integrated (interdisciplinary) team-work in TM,
    it seems obvious that both targeted audiences
    (healthcare-related personnel and technical
    personnel) should initially share the basic
    concepts of the course.
  • Later on in their training, the instructional
    material may focus into each individuals areas
    of expertise, which require more specialized
    skills and knowledge (intermediate or advance
    training courses).

  • Thus, at the beginning of the course, the
    theoretical content will be common to both the
    healthcare-related personnel and the technical
    personnel.
  • Afterwards, the content will be
    audience-specific.
  • In general, all the OTMC content will be divided
    into chapters in order to facilitate a gradual
    and flexible learning process.

  • After each chapter, an evaluation will be
    included and submitted upon completion to the
    training center for control and monitoring
    purposes.
  • The chapters may consist of text material (MS
    Word format, PDF, etc), MS Power Point
    presentations, audio and video, etc.
  • The developers of the content will bear in mind
    that it should be easily downloaded, regardless
    of the connectivity available in each area.

  • IV. HANDS-ON TRAINING
  • Two or three times a year, hands-on training
    modules will be offered at the designated
    training centers.
  • These sessions may last up to 1 week and they
    will include practical training with many of the
    TM equipment and accessories required for each
    application at the potential TM sites (computers,
    video cameras, video-phones, IP-phones,
    data-capture and image-capture peripherals,
    etc.).
  • The training centers should be able to offer a
    conference room and telemedicine suites or booths.

  • The use of specific TM equipment should be
    managed through sponsorship on behalf of the
    manufacturing companies.
  • Faculty staff should be available both locally
    and by videoconferencing, and trained
    specifically in either area of expertise
    (healthcare / technical support).
  • The hands-on training will initially emphasize on
    the installation and maintenance of TM equipment.
  • At the end of each session, evaluations will be
    taken and upon completion, field trips will be
    offered to complement the module.

  • V. FIELD TRIPS
  • Field trip destinations may be urban or rural,
    depending on the TM applications trained in.
  • Emphasis on the practical aspects of deployment
    and maintenance of TM workstations will be made.
  • Current potential training center locations are
    in Panama, Argentina, Brazil, and in the USA.
