Promotion- An Introduction
- Sanitation and hygiene are essential for survival
and development - Maximizing the opportunity created by the
International Year of Year, DDWS, DSEL, Govt of
India with support of UNICEF have come together - To mobilize and create awareness among community
on promotion of sanitation and hygiene especially
hand washing involving children and school as
main catalysts -
- The campaign will be operationalised through the
national flagships progrmame of SSA and MDM of
DSEL, and TSC of DDWS.
4When, Where with Whom
- The campaign will be implemented on 15th October
2008 which also marks the Global Hand Washing Day
- The campaign will cover all the schools both
urban and rural of the country - Main Target Groups
- Students
- Teachers
- Mid-day meal cook/agency
- GP, PTA, SMC and Youth Groups
5Why this campaign
- To ensure special focus on hand washing at
critical times especially after defecation and
before eating - To create awareness on sanitation and strengthen
the initiatives to eliminate open defecation from
India - To promote hygiene practice (e.g. toilet use,
hand washing, personal hygiene, and community
environmental cleanliness) which is very poor - To involve students and teachers inform them
about importance of sanitation and hygiene/hand
washing practices engage them in mobilizing and
creating awareness among their school, family and
community on sanitation and hygiene/hand washing
- To energize the grassroots implementer of TSC,
SSA, MDM to focus on sanitation and hygiene/hand
washing

7Why on Global Hand Washing Day
- Globally, hands are washed with soap on less than
20 of the occasions when they should be
(WB,2000) - In India, only 53 people wash hands after
defecation and only 38 wash them before eating
this is even lesser among those who prepare food
(30) (Indian Public Heath Association 2007-08) - Recognizing the importance of hand washing, a
Global Handwashing Day has been fixed by
international agencies on Oct 15th - This campaign is well timed given the context of
IYS. It will help mobilize millions of people in
India aroung sanitation and hygiene
8Why focus on children and schools
- Children
- Children are at an age when it is easy to
influence them. - Children are the future adults of society they
must change so that an entire generation changes.
- Children often play the role of change agents
they can promote hygiene habits among their
peers, siblings, in their homes and in the
community - Schools
- Provide the environment to teach children about
health and hygiene issues - Mid-day meals are given in schools, providing an
opportunity to practice hand washing - Schools make available organized groups of
student who are open to learning new ideas
9October 15th Proposed Activities in schools
- Teacher constitutes/activates the child cabinet
for operation maintenance of water and
sanitation facilities - Child Cabinet conducts a special meeting to plan
activities for sanitation and hygiene promotion - Child Cabinet and children clean the school
compound and class rooms - Children wash hands, with soap, before the
mid-day meal at a fixed time across all the
schools - Children take a pledge to refrain from open
defecation, and practice hand washing before
eating, and after defecation and motivate the
parents and community to follow the same - Children take a procession in the village to
generate awareness on sanitation and hygiene
10Role of teacher
- Mobilize students, SMC, GPs, and other
- Ensure the availability of soap, hand washing
facilities, and cleaning materials in
coordination with GP/SMC - Help students to create message and slogan for
the procession before the main event - Help students to prepare speech for student who
will be addressing the Gram Sabha - Coordinate with mid-day cook/agency for special
meal on Oct 15 - Ask students to paste IEC material/poster at key
places - Conduct six activities of the campaign on Oct
15th - Fill the report and share with block
officials/coordinators
11Role of GP, PTA and SMC
- GP will conduct a special Gram Sabha for children
who will address them on sanitation and hygiene
issues. It will coordinate in mobilizing other
ensuring required facilities for school - SMC will support the campaign by ensuring the
availability of soap, hand washing facilities,
and cleaning materials - It will send one of its teacher for training
related to this campaign - It will coordinate with Mid-day Meal Cook/agency
for practicing hand washing and ensuring
cleanliness in food and kitchen - It will also monitor the activities and see that
all the activities are completed in time with
participation of all - PTA will support in mobilizing the community and
monitor the activities
12Role of implementers -TSC,SSA,MDM, UNICEF
- Collectively, all will help
- Conducting training for teachers
- Distributing IEC material to all the schools
- Monitoring the campaigns activities
- Collecting all the filled forms from the teachers
and compile it - Providing leadership and technical support
- Mobilizing all the concerned stakeholders
- Supporting mass media campaign
- Conducting and launching the programme engaging
VIPs
13Monitoring of the programme
- Two types of monitoring mechanism suggested
- Monitoring by School They will implement as well
as monitor the programme to see that all the six
activities are executed successfully. They will
share a report in a given format after the
completion of the event. A signed report has to
be shared with Block Officials by Oct 17th, who
will compile and share with district. This will
be compiled through TSC online monitoring system.
- Monitoring by external teams External
monitoring team will be set up with officials
from SSA, TSC, MDM, NGOs, Tribal Welfare
Department, PRIs, and other Govt Departments from
district and block. - These teams do random monitoring of the campaign
on Oct 15th by physically visiting the villages
and wards. - Submit the report in given format to the District
Authorities. - At least 5 of the villages/ward and will be
covered to ensure that activities are taking
place as per the plan.
14Other events to support the campaign
- One of the famous celebrities will be engaged as
the lead campaigner - Mega launch of the campaign at National, State
and District level engaging ministers and higher
Govt Officials - Main event to be supported by a month long mass
media campaign that may include airing of
TV/Radio spots, dissemination of promotional
products, media meetings, etc - The hand washing activity/event particularly will
be proposed to the Guinness or Limca Book of
World Records. In order to do this the children
would have to clean their hands properly, in the
standard way, and teachers would have to count
and report in a timely fashion, the numbers of
children involved - To motivate the school/teachers and recognize
their role in the campaign, a certificate/memento
of appreciation would be given to them after the
completion of the event.
15Actions at State level-1
- Develop a Joint Action Plan for State and
district - by 2nd Sept - Issue a Circular to all districts to implement
the programme - by 3/5th Sep - Set up a coordination and review committee at all
levels to monitor the programme - by 5 -10th Sept
- Printing and distribution of training
kit/interactive CD- by 12h Sept - Undertake training of trainers at state level -
by 15th 20th Sept - Train all teachers (minimum one teacher per
school) - by 30th Sept - Printing and distribution of campaign materials
(2 posters and leaflets for each school) - by
30th Sept - Arrangement of special mid-day meal on 15th Oct
- decisions by 20th Sep - Ensuring availability of soap and hand washing in
each school before 14th Oct
16Actions at State level -2
- Hold a pre-launch event hosted by Minister In
charge PHED at state level a week before the main
function by 8th Oct - Launch the event with Chief Minister or Governor
at State level function, DM/DC/ZP and BDO for
district level and block level functions
respectively on 15th October - Special school sites for State and District level
functions need to be prepared accordingly before
10th Oct - Instruction of all GPs to hold special meeting to
be addressed by children, youth clubs before 30th
Oct - Set up special monitoring and verification teams
by 30th Sept - Compilation of data collected from the schools by
end Nov
