History of Guns and Gun Control
  • The Second Amendment in the Constitution allows
    Americans the right to bare arms.
  • One of the earliest gun laws passed was after
    reconstruction.
  • - It stated that all freed blacks could not own
    guns.
  • Into the mid 19th century people were expected to
    carry guns for both protection and hunting.
  • Beginning in 1910 the National Revolver Act Law
    was passed in most states.
  • -It established a permit law regarding
    guns.

Current Laws Regarding Guns and Gun Purchases
  • The laws regarding guns are different in every
    state.
  • Child Access Prevention Laws
  • - Many States have passed laws making it a
    crime to have a loaded weapon within easy access
    of a minor.
  • Concealed Weapon Law
  • - About seven states prohibit concealed
    weapons. Many others require an individual to
    show a need prior to obtaining a license to carry
    a concealed weapon.
  • Only one state, Vermont, has no licensing or
    permit requirement.
  • Regulation of Private Sales to Minors
  • -Under federal law, minors under 18 are
    prohibited from possessing guns and minor under
    21 are prohibited from purchasing guns from
    dealers.
  • Background Checks are required in most states.

Ways To Purchase Guns

    Record
  • Gun Store
  • -Background checks are done and permits are then
    issued for the gun. 95 of all background checks
    are completed within two hours, and most are
    completed within two minutes.
  • Gun show
  • -Background checks are sometimes done and
    permits are sometimes issued. They are the second
    leading source for illegal gun trafficking.
  • Private Hand Gun Sales
  • -Background checks are usually never done and
    permits are very rarely issued.
  • Below the age of 21 and with a Criminal Record
  • Gun Shows
  • -Because background checks are not always done
    it makes it much easier for a person who should
    not have a gun to obtain a gun.

    done virtually anyone with cash no matter what
    the age and criminal background can purchase a
    gun.

Kids and Fire Arms the Facts
  • For every child killed with a gun, four are
    wounded.
  • Over 3,500 students were expelled in 1998-99 for
    bringing guns to school. Of these, 43 were in
    elementary or junior high school.
  • During 1999, 52 of all murder victims under 18
    in the U.S. were killed by guns.
  • In 1998, more than 1200 children aged 10-19
    committed suicide with firearms.
  • In 1998, 3,792 American children and teens (19
    and under) died by gunfire in murders, suicides
    and unintentional shootings. That's more than 10
    young people a day.

Columbine The Results of Private Hand Gun Sales
  • On April 20, 1999, Columbine High School students
    Dylan Klebold and Erik Harris killed 12
    classmates and one teacher.
  • They used a rifle, 2 shotguns and a TEC-DC9
    assault pistol.
  • Both were under the age of 18. The boys were not
    old enough to purchase the guns themselves so
    their 22 year old friend purchased them and then
    sold the rifles to the boys.

  • Guns need to be harder to obtain and access
    for both criminals and non-criminals as well as
    persons over 21 and persons under 21.
  • No one should be able to obtain a gun without a
    thorough background check and a permit. If they
    want it that badly they can wait.
