Introduction
  • DG TREN in charge of
  • an Energy Policy developed following the 2 oil
    crises to ensure the security of energy supply in
    the EC
  • a Transport Policy aiming at eliminating
    cross-border obstacles to contribute to free
    movement of people and goods
  • Transport Policy active especially since
    Maastricht (1993) and the development of
    Trans-European networks for transport (TEN-T)
  • 2 main tools for action
  • legislative regulation / directives / decisions
  • financial Trans-European networks research

ITS in Europe from research to deployment
  • Since 1987, the Framework Programmes have given
    an important place to ITS (from DRIVE, to the 6
    FP)
  • In 1995, Euro-regional projects were created to
    ensure the deployment of ITS on the
    Trans-European Road Network (125 M between
    1995-2000)

    co-ordinate implementation plans for traffic
    management and user information services

2001 the TEMPO programme
  • 6 year programme for ITS deployment in the MIP
  • Officially adopted on 19/09/2001
  • Six Euro-Regional projects on major TERN
    corridors
  • 192 million to support ITS investments
    amounting to 1.2 billion
  • 14 Member States (3 non-EU MS), 80 organisations

  • Six truly European projects have been created
    bringing together a European ITS community
  • Many implementations carried out on the TERN for
  • traffic management VMS, traffic management
    plans, TCCs
  • traveler information radio, traffic information
    web-sites,
  • Data exchange DATEX links finally operational
  • Some continuity of service across operational
    boundaries, within and across countries (e.g.
    travel times)
  • Cooperation between projects is producing results
  • evaluation guidelines
  • monitoring guidelines
  • new DATEX MoU being finalised
  • common work on information portals (Via Europa)

    demand and limited supply

    goods, passengers, especially HGV

New trends / new priorities
  • The general shift from a system approach to a
    service approach needs to be recognised
  • Developing continuous traveler information
    services across Europe will be a priority for
    tomorrow
  • A need for strategic large scale initiatives
  • A need to involve new actors e.g. freight
    industry, service providers, industry
  • ? will form the basis of the TENs revision,
    funding projects between 2007-2012

New priorities developing policies
  • Conditionality funding should be given for
    infrastructure/ITS projects if certain conditions
    are met regarding design, interoperability, level
    of service, etc.
  • Regulatory actions
  • EFC directive proposed by the EC in April 2003
  • Potential future regulatory action in the field
    of traveler information
