  • What is SeaPort-e?
  • In support of the Navy Virtual SYSCOM (VS)
    Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR)
    vision to align, organize, and transform the U.S.
    Navy and its procurement policies and procedures
    to meet the challenges that lie ahead, Tyonek and
    our team mates stand ready to deliver world class
    professional support services through the
    SeaPort-e procurement vehicle.
  • Who Can use SeaPort e
  • SeaPort-e is a web-based portal through which all
    Program Executive Offices, Directorates, and
    field offices can initiate requests and
    subsequently manage the procurement process from
    Cradle to Grave. This paperless system promotes
    time efficiency, resulting in a reduction in
    administrative costs. Furthermore, competition on
    a Task Order (TO) basis engenders costs savings
    in addition to the capped fees and pass-through
    rates already established in the awarded
    Seaport-e Multiple Award Contracts (MACs).

  • Overall Approach
  • The overarching purpose of Tyoneks Quality
    Assurance (QA) approach is to provide for
    consistent, successful delivery of quality
    products and services which meet or exceed the
    quality requirements established in the Statement
    of Work (SOW) or Performance Work Statement (PWS)
    of any awarded Task Order (TO). The basis from
    which any successful organization builds product
    or service quality is by implementation of a
    defined, proactive program of internal controls
    and processes designed to continually ensure and
    enhance the level of service provided. Even the
    best Quality Program Plans (QPPs) cannot
    guarantee the elimination of risk, they can only
    reduce it. Early detection and continuous process
    improvement are the best defenses in mitigating
    risk. To guarantee the highest level of quality
    in all of our operations, Tyonek has developed a
    comprehensive approach to quality control and
    defect prevention. Key elements of this approach
    include
  • Strict adherence to Corporate QA goals and
    philosophy
  • Development of unique QA plan tailored to each
    TO

  • Early identification and determination of root
    cause of any deficiencies
  • QA audit/inspection processes to ensure
    continuous process improvement

  • One cornerstone of our approach is to cultivate
    management and employee participation through
    empowerment. We believe in holding our managers,
    supervisors, and front line employees responsible
    for the quality of the products and services they
    deliver in turn, we provide them the
    opportunity, and delegate to them the authority,
    through monitored channels, to accomplish their
    mission in the most efficient and effective
    manner. By including the entire organization in
    the quality control process Tyonek ensures the
    job is done right the first time, while promoting
    continuous improvement in the reliability and
    quality of products and services delivered, at
    the lowest cost to our customers.
  • Components of our Quality Program Plan (QPP) The
    key components forming the basis of our Quality
    Program Plan are identified below
  • Assuring Full Compliance with all Requirements
    of the SOW or PWS. The applicable work statement
    will establish the baseline for acceptable
    performance. Understanding the requirements, and
    monitoring our compliance/non-compliance with the
    standards, allows us to focus our efforts
    productively.
  • Placement of a Highly Trained and Qualified
    Project Manager. Providing a Tyonek Project
    Manager (PM) who has full accountability for
    contractor operations and quality control.

  • Open Communications with the Government. Open
    communications and collaboration are critical to
    the success of any effort and Tyonek strives to
    maintain open and unfettered lines of
    communication among all stakeholders.
    Communications with the government regarding
    quality performance will take many forms to
    include, but not be limited to, informal and
    formal discussions, reports, and unrestricted
    government inspection of contract files.
  • Inspections, Methods, and Complaint Resolution.
    Identifying the inspection areas and the methods
    used to inspect them are pivotal to maintaining
    compliance with all regulations Federal, State,
    Local, and the requirements of the applicable
    work statement. A carefully crafted inspection
    system with solid methodology ensures 100
    customer satisfaction with the work. By utilizing
    Scheduled Inspections, Unscheduled Inspections
    and Use of Checklists, Tyonek PMs provide timely
    identification of deficient practices and
    initiate immediate corrective actions.
  • Coordination with and Use of Government
    Collateral Duty Inspectors (CDIs). When
    applicable, ensuring that all work is inspected
    by CDIs and ensuring compliance with the
    requirements of the work statement is strictly
    adhered to.

  • Trend Analysis. Tyonek PMs will be responsible
    for accumulating performance data and conducting
    trend analysis with an eye toward early
    identification and resolution of problem areas.
  • An Effective Training Program. A training
    program that provides initial, specialized,
    recurrent or ongoing training that is fully
    documented, for all positions requiring specific
    or minimum levels of qualification, shall be
    instituted and tailored for each unique TO.
  • Indices of Performance. Tyonek PMs will develop
    and track key indices of performance that will be
    monitored on a weekly basis and reported as
    required in the work statement, but not less than
    once monthly to the Task Order Manager (TOM)

  • TYONEK MANUFACTURING LLC (TMan) was formed in
    February 2001 as a wholly owned subsidiary of
    TYONEK NATIVE CORPORATION (TNC). TNC is a
    Native-owned village corporation formed under the
    Alaska Native Claims Settlement Act (ANCSA) of
    1971. TMAN received certification in the SBAs
    8(a) Business Development program on July 2,
    2001. We provide a full gamut of Aircraft
    Maintenance artisans, performing in multiple
    locations, in support of NAVAIR asset sustainment
    program goals Engineering, IT AAS, and
    Aircraft Maintenance support services to the Air
    Force and we offer a wide array of services
    under the U.S. Army Corps of Engineers (USACE) 10
    year Facilities, Infrastructure, Geospatial,
    Homeland security, Technical support services and
    Environmental Requirements (FIGHTER) ID/IQ
    contract awarded September 16, 2005. This
    procurement vehicle is available to all
    Partnering Agencies of the CADD/GIS Technology
    Center, housed within USACEs Engineer Research
    and Development Center (ERDC), at the Information
    Technology Laboratory in Vicksburg, MS. The
    Center was originally chartered by the following
    agencies U.S. Army, U.S. Army Corps of
    Engineers, U.S. Navy, U.S. Naval Facilities
    Engineering Command, U.S. Marine Corps and the
    U.S. Air Force. Since the Centers establishment,
    numerous other DoD and non DoD Agencies have
    become Center Partners
