3
Background
  • Since the early eighties, PCF has developed
    graphical management systems to maximise
visibility and assist in project modelling
  • In 1989, Transmanche Link commissioned PCF to
develop a Time Chainage System for The Channel
    Tunnel project
  • The Tunnel was opened in 1994 at a cost of 21
    billion

4
Background (cont.)
  • Now hundreds of users benefit from PCFs Time
    Chainage system
  • Some for complete project Stakeholder views
  • Others for detailed minute-by-minute planning

5
What are Linear Projects ?
6
What are Linear Projects? (cont.)
  • Projects where at least some of the activities
involve a change in location as the activity
    progresses (e.g., digging a tunnel)

8
The Graphical Needs of Linear Projects
  • Basic Gantt charts are not sufficient
  • Do not take into account the location of the
    activities
  • Time-Distance Charts were developed to handle
    this requirement
  • Time Chainage Charts
  • Manche Diagrams

9
An Example Scenario
  • Two maintenance teams working on a section of
    railway
  • Starting at different locations
  • Working toward each other

Possessions
24
The Network Rail Experience
  • Privatization in 1996 separated Rail (Track) from
    Wheel
  • Creating Network Rail and Train Operators
  • Train Operators pay a fee to Network Rail for use
    of the Rail System
  • Network Rail pay a fee to Train Operators for
    Shutdowns Possessions

25
The Network Rail Experience
  • 3,000 subcontractors
  • 16,000 workers
  • Four biggest contractors have a total of 826M
    (1.5B) annual turnover
  • Possession planning cycle of 84 weeks

26
The Problem to be Solved

TRADITIONAL PLANNING
No trains today due to bridge repair work

INTEGRATED PLANNING
ADVANCE NOTICE The line will be closed
on Thursday next week for bridge, track,
signalling and OLE maintenance
33
Phantom Possession Charges
  • Booked but never used
  • Clash of two or more scheduled tasks
  • In one region alone (20 of total), these
    amounted to 4.5M (8.3M) annually

34
Network Rails Vision
  • To provide industry-wide confidence that we will
deliver efficiently what we promised and at the
    time it is required.

How to go from
To
36
One of the Major Keys to Success
  • Possession Management
  • Planning a shutdown of a section of the network
    84 weeks in advance
  • Maximise use of Possession
  • Avoid Clashes

38
National System for Possessions
  • Input Clarity
  • Correct Locations
  • Correct Dates
  • Possession Optimisation
  • Clashes
  • Opportunities
  • Optimisation of Key Resources
  • Visualisation of Unconnected routes

42
Data Validation
  • Garbage in
  • Garbage out
  • Initial research showed that up to 40 of all
    possession data contained errors

Creating the Required View
  • Similarly, many other views of the data can be
    achieved
  • Analysis by job type
  • Analysis by line affected
  • Analysis by Section or Journey

Clients Comment - at the Start
  • Few teething problems
  • 8,000 tasks loaded in one week
  • Several problems already picked up, weeks earlier
    than normal
  • Visualization a great benefit

60
Clients Comment - Recent
  • Removal of double data entry and input errors has
    improved efficiency
  • Database entry reduced from three or four minutes
    per task to .5 seconds
  • Greater acceptance of project plans
  • Input data quality improved

61
Interfacing with Primavera Data
  • PCF software can import
  • Activities
  • Logic
  • Resources
  • Calendars
  • from P3 and now P3e
  • Data can also be exported back

62
Implementation Issues
  • Data Quality
  • Not all Contractors yet using Primavera
  • Computer Network performance
  • Solved using Citrix
  • Wide ownership of IT systems
  • Limited support of training requirements
