New Federal Policy Directive
December2006
  • Second and third year recent immigrants in Gr.
3-8 and 10 who are LEP-exempt in reading or ELA
under state law will no longer be able to be
    counted in AYP through RPTE.
  • For use in AYP reading accountability, these
students will need to participate in LAT reading
administrations of TAKS. If they are LEP-exempt
from SDAA II, they will be eligible to take a LAT
    reading administration of SDAA II.

Requirements Not Affected by Federal Directive
December2006
  • This directive does not affect LEP-exempt
    first-year immigrants. These students will
continue to be included in AYP through RPTE.
  • This directive does not affect who will take
RPTE. LEP students will continue to take RPTE as
long as they are classified as limited English
    proficient in PEIMS.

Who is eligible for a LAT reading administration?
December2006
  • Second and third year recent immigrants enrolled
in Gr. 38 and 10 who
  • are determined by the LPAC to be LEP-exempt in
    reading under state law, and
  • routinely receive one or more allowable
    linguistic accommodations in classroom
    instruction and testing

Planning for LAT Reading Administrations
December2006
  • LPAC members will need to collaborate with the
reading/ELA teacher of each LEP-exempt student
    and the testing coordinator to
  • make and document decisions concerning the
    linguistic accommodations to be provided
  • determine the need for individual versus
    small-group LAT administrations and
  • identify appropriate LAT reading test
    administrators.

Consistent with LAT math procedures

Planning for LAT Reading Administrations
December2006
  • For LAT reading, a student may use an English
version or Spanish version TAKS test in Gr. 36,
    but not both.
  • For TAKS, the grade of the test must correspond
    to the students enrolled grade.
  • For SDAA II, the test may be given at the
    students instructional level.
  • LAT examinees enrolled in Gr. 10 will be
eligible to take only instructional levels K8.
Note that instructional levels 9 and 10 are not
    available for LAT reading.

Ordering Materials
December2006
  • To indicate how many LAT reading booklets to
receive, districts should review their LAT
enrollments in January and increase them if they
expect that slightly higher numbers of 2nd and
3rd year immigrants will be LEP-exempt in reading
    than math.
  • Districts can update the enrollment numbers for
the April test administrations from 1/2/07
1/26/07 on the PEM Solutions website at
    http//k12testing.tx.ncspearson.com/. (They will
click on the Online Data Management tab, log in,
and follow the procedures to update enrollment
    numbers.)

Receiving Materials
December2006
  • For the Gr. 3, 5, and 10 tests in February, mark
the students as LEP-exempt (L) in the Score
Code field. Precoded answer documents will be
provided for these students in April to
accommodate the new LAT reading requirements.
  • Other grades will receive precoded answer
    documents through the normal process.
  • Test booklets and ancillary materials will be
received with the normal Gr. 3 and 5 reading
retests and the Gr. 3-10 and exit level materials
    shipments.

Returning Materials
December2006
  • LAT materials will be shipped back with the
    regular TAKS materials.
  • No separate ID header sheets are needed except
for the Gr. 10 ELA LAT test. A separate header is
needed to expedite processing because of the
short timeline for scoring the written
    composition and open-ended reading questions.

31
Key Differences
December2006
  • Unlike LAT math, this years LAT reading tests
will not say LAT on the test booklet covers.
  • There is no LAT math option for SDAA II. There is
an SDAA II LAT reading option.
  • Unlike LAT math, information about LAT test
    administrators and linguistic accommodations used
    will not be collected.
  • There are no Linguistic Simplification Guides for
    LAT reading.

Key Differences
December2006
  • Giving Spanish and English tests side by side is
not an option for LAT reading.
  • LAT reading accommodations have word or phrase
constraints not found in LAT math accommodations.
  • English dictionaries and ESL dictionaries are not
    permitted for LAT math.
  • Bilingual glossaries are not permitted for LAT
    reading.
  • LAT reading is given over 2 days, not 1.

Training
December2006
  • District coordinators will forward the campus
    administrator information to the campuses.
  • Administrators will be able to access reports to
help them monitor TOP online training. Rosters
and summary reports will be available.
  • The rosters will list users who have registered,
their course completion status, and their results
on the course activities. This will enable
testing personnel to ensure that everyone
completes the online training requirements and is
    adequately trained.

Users Guide for Administrators Who Monitor
Training
December2006
  • Level 1 course participants are to receive
    supplemental face-to-face training if their
results indicate the need for additional
    practice.
  • Administrators can also provide additional
resources to Level 2 and K-1 course participants
based on their results to ensure they are
    adequately prepared to rate students.
  • Remember that raters who dont complete required
online training requirements are not authorized
by TEA to be TOP raters.

Procedures for Ensuring TOP Validity and
Reliability
December2006
  • District coordinators are responsible for working
with other personnel to implement one or more
procedures for ensuring the validity and
    reliability of TOP ratings.
  • The procedures may be district-wide or may vary
    by campus.
  • Campus coordinators are required to document the
procedures followed and keep the documentation in
a central location for one year from the date of
    testing.
  • This information will be requested in the spring
    2007 TOP audit.

Procedures for Ensuring TOP Validity and
Reliability
December2006
  • See the suggested procedures outlined on pages
317-318 and 366 of the 2007 District and Campus
    Coordinator Manual.
  • The list is not exhaustive. Districts may use
other procedures that have the same goal.
  • However, note examples of procedures that do not
    suffice
  • training all raters
  • using only qualified raters

Assembling and Verifying TOP Writing Collections
December2006
  • An online course has also been developed for
districts to use as an optional tool if desired.
It will be available on the TOP TrainingCenter
    website as of December 11.
  • This course may be used in training campus
coordinators, campus principals, TOP raters, and
writing collection verifiers. The course takes
less than 1 hour to complete and gives 1 hour of
    continuing education credit.
  • This course may be used as part, but not all, of
    writing collection assembly training.

Assembling and Verifying TOP Writing Collections
December2006
  • This year, training on assembling and verifying
writing collections will occur only through TOP
administration training. Keep in mind that this
was not covered in fall holistic rating training.
  • TOP writing collections are official test records
    of the state testing program.
  • In spring 2007 incident reports will be required
to address procedural errors associated with TOP
writing collection assembly and other TOP
    administration procedures.

  • The paper booklets will be configured as they
were last year to enable RPTE I to be
administered and field-test data on RPTE II to be
    collected.
  • The RPTE answer documents will match the
    configuration of the test booklets.

their RPTE test on paper and also the online
    field test.

RPTE II Field Testing, Grade 2
December2006
  • The fact that there is a statewide Grade 2 field
test does not mean second graders will not be
    assessed in TOP reading.
  • Second graders will be rated for TOP in all
domains, as in the past. The rating of TOP
reading will be discontinued when RPTE II is
    implemented in spring 2008.

of whether the paper or online version of the
Grade 2 field test is being administered.
  • In both cases, the student identification
