  • IDOT and public partners
  • Primary data providers
  • Contractor
  • Data fusion engine
  • Network-hosted telephony and website
  • Additional Content
  • Segment specific weather travel impacts
  • Incident data

15
Findings and Recommendations 2
  • Rationale
  • Minimize the number of IDOT personnel required
    for system operation
  • Able to anticipate costs
  • Allows for technology improvements
  • Create economies of scale
  • Accommodate spikes in usage
  • Minimizes risk

16
Findings and Recommendations 3
  • Resources
  • Identified Funding Needs
  • System Design / Implementation (6 months)
  • Yearly Operations
  • Possible Resources
  • Public funding partners
  • Revenue Generation Opportunities
  • Advertising and sponsorship
  • Commercial subscription / personalized services
  • Package with privatized logo signing program

17
Findings and Recommendations 4Border State
Interoperability
  • Statewide
  • Road segments include reports over the border
either data transfer or human monitoring
  • Example I-74 would have an Indiana segment
  • Call transfers to border states 511 or 800
numbers for full information main menu option
  • CGM
  • Covered roads include reports over the border
    data transfer via GCM Gateway
  • I-94 to Milwaukee, I-80/94, I-90 in Indiana
  • Still thinking through how best to do
  • Call transfers for more detailed info in
    Milwaukee and Gary areas

18
Chicagoland Portion of System
  • Floodgate message capability
  • Roads those covered on www.gcmtravel.com
  • Integrate all types of information for a
    named/numbered road into a single report a
    targeted radio-like report
  • No segmenting of roads lower than name/number
  • Target commuters primarily
  • Transit
  • METRA, PACE, CTA
  • RTA Disruptions
  • Transfer to RTA TIC (836-7000)
  • Airports
  • OHare, Midway
  • Generalized delays and broadcast messages
  • Transfer to parking numbers
  • Rideshare
  • 999?

Names and Numbers Overlap 511 Must Be Redundant

Example The Edens (I-94)AM Peak
21
Edens Segment Travel Times
22
Edens Segment Congestion
23
Edens Segment Construction
24
Edens 511 Sample Message
  • Here is the report for the Edens Expressway
  • Southbound from Lake Cook to the I-290 Circle is
41 minutes, Lake Cook to Wilson is 24 minutes.
  • Moderate Congestion from Golf to the Kennedy.
  • Northbound from the I-290 Circle to Lake Cook is
1 hour, 2 minutes, Wilson to Lake Cook is 47
    minutes.
  • Moderate to Heavy Congestion from the Kennedy to
    Lake Cook.
  • There is scheduled construction southbound from
North Cicero to West Lawrence Avenue from 9 am to
    3 pm today.

25
Devil is in the Details
  • Recognize that it is not possible to share all
known information in a short phone call
  • Need to be Unambiguous for example
  • Road names and numbers
  • Travel Time to/froms both the locations and how
    they are described
  • 312-DOT-INFO and old GCM site inconsistent
  • Definitions and to/from for congestion
  • Definitions for incident/construction reports
  • Use Arizona approach to present construction on
    the phone?

26
Illinois 511 Vision
  • Illinois 511 is a customer-driven, multimodal
traveler information service available across the
state via phones, the Internet and other personal
communication devices. The Illinois 511 system
will be interoperable with neighboring systems
resulting in a reliable, more efficient
    transportation system

27
Illinois 511 Architecture
28
Interoperability Summary
  • Illinois, Wisconsin, Indiana have worked
    cooperatively to develop compatible systems
  • GCM Gateway will be key to interoperability
  • www.gcmtravel.com
  • Looking at statewide systems based largely on
    existing data
  • Deployment timelines to be determined
  • Stay-tuned!!! 511 coming soon to the Midwest

29
Moving From Planningto Implementation
  • Include draft names and rules in the specs
  • Work with implementer to complete in system
    design phase
  • Recognize that while rules can be incorporated
in automated processes, human QA/QC is highly
    desirable during operations
  • Need to make sure it comes out right over the
    phone

30
Where We Are Today
  • Have Completed Planning Study
  • Have Deployment Strategy, Design Concept, and
    Draft Specifications
  • Have Executive Buy-in to Deploy Illinois 511
    Statewide
  • Funding Identified and In-Place
  • RFP Being Prepared
  • Expect to Begin Procurement/Implementation in
    2005
