  • Introduction
  • Sudan is an Afro-Arab country with a
    population of (35) million. It has area of (2.5)
    million square kilometers,(750) km coast on the
    Red Sea and (9) neighboring countries. It is
    multi-lingual, multi-national and multi-racial.
    Located in the centre of Africa continent.

  • Sea Ports Corporation (SPC) is the Sudanese
    Ports Authority under the auspices of the
    Ministry Of Roads Transport It is responsible
    for construction, maintenance and operation of
    the Sudanese Ports. The chain of ports /
    terminals under SPC responsibilities are
  • Port Sudan port consisting of the following
    ports
  • A. North Port (General cargo).
  • B. South Port (Container terminal).
  • C Green Port (Bulk cargo).
  • D. Elkhair Port (Dama Dama) (Oil Terminal
    (Gas, refined oil).
  • Osman Digna Port(Suakin) (General cargo,
    passenger terminal, livestock).
  • Oseif Port (Not operated).
  • El-Shaheed El-Zebeir River Port(Wadi Halfa)
    (Passenger, general cargo).
  • Kosti Dry Port (Kosti).

  • 1. Port Sudan
  • It is located at Red Sea Coast, (850) km north
    east of Khartoum, the capital of Sudan. The
    Port comprises of the following terminals

A North PortDedicated for general cargo,
bulk, edible oil, molasses and vehicles with
annual throughput of (8) million tons .It has
(15) berths with drafts ranging from (8) m to
(10.5)m.The terminal operational facilities are
- (5) Cement silos with
a total storage capacity of (90.000) tons.
- Grain silo with (50.000) tons
capacity. - Edible oil
tanks with (60.000) tons capacity.
- Molasses storage tanks with (100.000)
tons capacity. - (120)
private owned warehouses, and (25) port owned
warehouses. - Fully
equipped with handling equipment as mobile
cranes(20-60)ton
,harbour cranes (65)ton,tracters,trallers,forklift
s trukes(3-35)ton,(39) quay cranes(6)ton and
tugboats launches common for all ports.

  • B. SOUTH PORT
  • Has (3) berths for container ships and a separate
    berth for the Grain Silo with (50000) tons
    storage capacity. The annual capacity is
    (400.000) TEUs and the terminal is equipped with
  • - Four ship to shore gantry cranes (SSG).
  • - Two mobile harbour cranes.
  • - Eleven rubber tyred gantries (RTG).
  • - Adequate number of modern container handling
    equipment including reach stakers,
    forklifts, chassis, trailers and tractors
    .harbour cranes.
  • - Total length is about 600m,and draft of
    11-12.2m.

  • C. EL KHAIR OIL TERMINAL
  • Draft of (14.2)m dolphin type terminal for
    handling of Gas and refined oil products with an
    annual capacity of (2) million tons .

  • D. Green Port
  • It is a new port for multi-purposes. It
    consists of (4) berths with a total length
    (1200)m (14.2)m draft.The storage area
    available behind the berths is about
    (650.000)sq.m.

  • 2. Suakin (Osman Digna) Port
  • It is located (60) km to the south of Port Sudan
    with (8) specialized berths dedicated to
    passengers ,general cargo, livestock, asphalt,
    cement with a (25000) ton silo capacity.

  • 3. Osaief Port
  • It is small wharf for exporting Iron Ore and is
    located some (260)km north of Port Sudan, now not
    operated.
  • 4. Wadi Halfa
  • A river port on the Nile River on the Sudanese
    Egyptian boarder serving mainly passengers and
    trade between the two countries.

5. Kosti Dry Port Kosti Dry Port is a
logistic depot ,located (400) km south of
Khartoum, and near the Kosti River Port. It is
meant to serve the southern and western parts of
Sudan.

  • In 1974 the port of Sudan separated from
    Railways and became an autonomous body under the
    Ministry of Transport. It is responsible for
    development, construction and operation of the
    Sudanese ports. The Port Authority prepares
    forthcoming plans operational strategies for
    the development of the ports to cope with
    development in Maritime Industry. In addition, it
    faces the political, and economic challenges
    (internally externally) especially regarding
    the requirements of WTO ,COMESAetc. It also
    concerned with the discover and exploitation of
    Sudanese oil and the development after the Peace
    Agreements in Sudan. The most important
    development stages are mentioned below
  • Port Development Stages
  • From (1977 1995)
  • This time period consisted of two stages,
    these stages were influenced by the World Bank
    Fund and the International Economic Institutions
    Strategies and Financing .They aimed at raising
    the Port throughput from (2.5) million tons to
    (5.5) million tons in the first stage and from
    (5.5) m tons to (8.5) m tons in the second stage.

  • 2. From (1995 Till Now)
  • During this period the development
    focused on the container terminal, SPC
    synchronized the terminal infrastructures and
    services with the international practices and
    approaches through development strategy plan as
    follows
  • 1. Rehabilitation of berth 17/18 and
    increasing the length of the berth from (178)m
    to (420)m.
  • 2. Purchase of(4) Gantry cranes and
    (11) Rubber Tyred Gantries (RTG) .
  • 3. Increasing of storage areas from(
    450.000)sq.m to (1.300.000)sq.m.
  • 4. Construction of multi-purposes births
    terminal (Green port stages 12).
  • 5. Introduction of a Container Terminal
    Information System (CTIS).
  • 6. construction of new container
    terminal,( will be completed by June 2009).
  • 7. Dredging port Sudan and Suakin (6)
    million cubic meters for berths and entrance
    channel.
  • 8. Purchase of(4) additional Gantry
    crane and (8) Rubber Tyred Gantries (RTG) (1st
    stage).
  • 9. Re-structuring and management
    services.

  • Since year 2000 the following projects are
    executed
  • 1. A Container Terminal Information System
    (CTIS)
  • An Electronic Data Interchange (EDI) and
    management assistance was introduced in 2003
    2004 in co-operation with (Germany).

  • 2. Green Port Stages 12
  • It includes dredging and construction of (4)
    berths of multi-purpose cargo with a total length
    of (1200)m (14.2) draft and (450.000) sq.m of
    reclaimed stacking area, project completed in
    (2006).

  • 3. New Container Berths Project
  • This project consists of two container
    berths with a total length of (791m) and (16m)
    depth, fully equipped with ship-to-shore cranes,
    RTGs, Container Handling Equipments and a
    stacking area of (200.000)sq.m. The project
    started in June 2006 and will be completed in
    2010.The project is aimed to coping with the
    rapidly growing container traffic in the Port
    Sudan.

  • 4. Re-structuring and management services
  • Since 2003 S.P.C adopted a re-structuring
    strategy plan to develop the operational
    performances and efficiency of the Sudanese
    ports. As a result in July 2005 the S.P.C and HPC
    Hamburg Port Consulting GmbH signed a service
    contract for preparing a strategy plan for the
    Future Container Terminal in Port Sudan. The
    consultants proposal ,which is an elementary
    part of the service contract, outlines the work
    programme and approach for the implementation of
    the strategy plan for both the container
    terminals by the following
  • 1.Establishing an immediate plan
    for the development of the operational
    performance of the container terminal ,included
    Information Technology system( IT) .
  • 2. Involvement of the private
    sector with regard to all operative activities in
    the port.
  • 3.Re-structiring the Sudanese
    ports.
  • As a result of these recommendations ,the
    S.P.C authority has authorized HPC to implement
    a re-structuring program to establish a (LANDLORD
    AUTHORITY) and a privatization program. At the
    same time there is a program for the development
    of the operational performances and efficiency of
    the container terminal by management contract
    services.

Future Development Plan
  • The future projects include
  • 1- Construction of container terminal
    (Suakin).
  • 2- Livestock Terminal (Marsa Elshaikh
    Ebrahim).
  • 3- In-land container terminal (6.000.000)
    cubic meters (Asotreba Port Sudan).

  • 1. Construction of container terminal (Suakin)
  • SPC is preparing study for the Osman
    Digna Port to become a modern Port, with (12-15)
    berths for container handling, general cargo and
    bulk, in addition to a special berth for tourism.
  • The dredging work is started , and the
    construction of the first stage (2 berths) will
    start in 2009.

  • 2. Livestock Terminal (Marsa Elshaikh Ebrahim)
  • S.P.C has a program for constructing a special
    port for livestock and fish export about 30 km
    south of Suakin Port. It is expected the start of
    construction will take place in 2010.
