• Lack of capacity and financial resources
• Flexible structure of external experts working on
  short term contracts is following only urgent
  actual demands
  
• Vulnerability of current frame (1 expert 1
  sector) in view of consistency
  
• Low sustainability - no systematic support for
  continuous training and education of new experts
  
• Low correlation between available statistical
  information (input data) and time frame for
  inventory requirements
  
• Low correlation for different reporting
  obligations under EU and UNFCCC
