Topics
UNFCCC Workshop on National Systems
  • Current status
  • Main constrains
  • Available tools
  • Required outputs of NIPS
  • Legislative support for NIPS

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany
3
Current status Institutional frame (1)
UNFCCC Workshop on National Systems
  • National focal point
  • Ministry of Environment of the SR
  • (Air Protection Department)
  • State institution to coordinate inventory
  • Slovak Hydrometeorological Institute
  • (Department of Air Quality)
  • Authorised by MoE SR for the air quality and also
    the chief
  • coordinator for the annual air emission
    inventories including
  • the GHGs according to the Act 478/2002.

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany

Current status Institutional frame (2)
UNFCCC Workshop on National Systems
  • External associates
  • Consulting companies and or individual experts
  • Inventory and projections for individual IPCC
    sectors
  • on contract basis.
  • Implementing agency of MoE
  • Slovak Environmental Agency
  • NFP for the cooperation with EEA, responsible for
    co-ordination
  • of the National reference centers.

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany
5
Current status Institutional frame (3)
UNFCCC Workshop on National Systems
  • State administration
  • District and regional offices, Statistical
    Office, other relevant ministries
  • Collection of input data from emission source
    operators,
  • providing data statistical, macroeconomical and
    activity data
  • for inventory and projections

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany

Current status covering (4)
UNFCCC Workshop on National Systems
  • IPCC sectors
  • All IPCC except for Solvents and Others
  • All Key source sectors covered
  • Methodology
  • IPCC (revised 1996, 2000)
  • CORINAIR (revised 2003)
  • COPERT III (revised 2002)
  • National methodology (agriculture, energy SA)
  • Other methodology (waste)
  • In combination

Current status quality assessment (5)
UNFCCC Workshop on National Systems
  • Quality indicators
  • Transparency (partly, info in NIR)
  • Consistency (good, recalculation to the base
    year)
  • Comparability (IPCC default EF, national EF
    publicized, comparisons with CR)
  • Completeness (expert judgment 95)
  • Accuracy (not evaluated)
  • Use of good praxis (Good Practice Guidance
    2000)

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany

Main constrains
UNFCCC Workshop on National Systems
  • Lack of capacity and financial resources
  • Flexible structure of external experts working on
short term contracts is following only urgent
    actual demands
  • Vulnerability of current frame (1 expert 1
    sector) in view of consistency
  • Low sustainability - no systematic support for
continuous training and education of new experts
  • Low correlation between available statistical
information (input data) and time frame for
    inventory requirements
  • Low correlation for different reporting
    obligations under EU and UNFCCC

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany

Available tools (1)
UNFCCC Workshop on National Systems
  • National Emission Information System
  • Existing dbase for inventory of basic air
pollutants according to the adopted national
    legislative (large, medium, small stationary
    sources in energy sector)
  • National Capacity Self-Assessment Project
    (UNDPGEF)
  • Outputs of stock-taking analyses focused on
    available capacities for meeting commitments
    under the UNFCCC and KP

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany
10
Available tools (2)
UNFCCC Workshop on National Systems
  • Project on integrated system of inventory and
  • projections in Slovakia (NIPS)
  • In proposal stage only
  • Main goal is to develop integrated system for
inventory and projection of all emissions related
to the air pollution and climate change
  • To adjust and or enhance existing dbase for
    inventory National Emission Information System-
for reporting and trading requirements of EU ,
    UNFCCC and KP

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany
11
Available tools (3)
UNFCCC Workshop on National Systems
  • Project on integrated system of inventory
  • and projections in Slovakia
  • To create permanent e-net between inventory,
    projection and reporting bodies
  • To define range, form, time schedule and means
for treatment of input and output data
  • To ensure sustainability, consistency and
conditions for continuous quality improvement of
    NIPS

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany

UNFCCC Workshop on National Systems
Required outputs of NIPS
  • Short-term requirements on the proposed
    integrated NIPS
  • Improving of organisation structure of NIS
according to the Art.5 KP, 20CP.7 and
    recommendations of NCSA project
  • Long-term requirements on the proposed integrated
    NIPS
  • Inventory and projections of GHGs
  • Inventory and projections of basic pollutants,
NH3, NM VOCs, POPs, PM, HM
  • Reporting to the EC, UNFCCC, other convention
  • Communication links between structural entity in
    NIS
  • Accreditation of NIS

11-12 April 2005, Wissenschaftszentrum, Bonn,
Germany
13
Legislative support for NIPS
UNFCCC Workshop on National Systems
  • To define scale, forms, terms of official data
    from Statistic office
  • To define mandates of involved organisations and
    experts on national level
  • Clearly define mandates and ensure participation
of national expert in international working
groups for methodology and guidance development
