3National Statistical System in Mongolia
- National Statistical System is a mixture of
centralized and decentralized systems and consist
of
- National Statistical Office (NSO)
- Statistical department/divisions at regional
level
- Other producers
- Government ministries central and local agencies

4Statistical information in Mongolia
- According to the Law on statistics statistical
information in Mongolia shall be taken from
official and administrative (centralized)
sources.

- Official statistical information means
statistical data/information on economy
population society and environment specified in
Article 6 of this Law which are produced by means
of methodologies and indicators adopted approved
and collected by the NSO.

- Administrative (centralized) information means
data/information collected by ministries
government central and local agencies according
to methodologies and indicators adopted and
approved by the NSO. Producers have to submit it
to the NSO for further production of statistical
information.

7Administrative Data Reporting System in Law on
Statistics
- Ministries and other government agencies have
the following obligations
- To submit administrative (centralized)
statistical information to the NSO in due time.
- To monitor the accuracy of administrative data
and improve their reliability.
- For the management purposes to collect
decentralized administrative data information and
to establish their database.
- To avoid duplication and overlapping with
official statistics to obtain an approval of the
NSO on the administrative data forms.

8Administrative Data Reporting System in Mongolia
- In Mongolia the administrative data reporting
system established in 1924 and now undergoing
structural change.
- Currently Mongolia has 13 line ministries 31
government agencies and 9 state organizations
under the Parliament.
- Each line ministry have their department or unit
which is responsible for administrative data
collection and monitoring evaluation (but not a
Statistical unit). - Most of line ministries have own local branch at
province level which is responsible for data
collection at the province level.

10The Main Weak Points of Administrative Data in
Mongolia
- (1)Data quality
- The majority of collected administrative data
used for monitoring and evaluation purposes. In
provinces local administrations performance
evaluated based on data of number of school
drop-outs or infant mortality rate. - (2) Processing technique
- Misreporting is taking place due to lack in
quality control and manual processing in rural
areas.
- (3) Coverage
- Administrative data biased by
incomplete coverage. Some evidences of under
coverage are number of births and deaths
estimated from civil registration tend to be
lower than those estimated by Ministry of
Health and infant mortality rate estimated
based on administrative data of Ministry of
Health tends to be lower than that estimated
based on Reproductive Health Survey . Coverage
is differs in rural and urban areas. - (4) Manpower and professional skill
- A number of staff in charge of collection and
processing of administrative data in local and
central offices of government organizations is
not sufficient and even in many cases not
prepared well for a such work.

11- An educational system in Mongolia has changed
drastically since Mongolias transition to market
system.
- MECS collects number of administrative
statistical indicators but their coverage and
quality still tend to be poor.
- The major reason for this is likely to be absence
of well-established data quality control. The
MECS itself can not make quality control due to
shortage of financial resources. - Frequent change of officers responsible for
administrative data management and their
insufficient professional knowledge and skill in
statistics. - Shortage of documents manuals and handouts
which gives concepts definitions estimation
methods and methodologies for quality control for
major statistical indicators of administrative
data on education culture and science.

12- MECS is still not able to compile one MDG
indicator. Ratio of school attendance of orphans
to school attendance of non-orphans aged 10-14
years. - The MECS could not produce some internationally
recommended indicators such as
- Age specific enrolment ratio
- Years-input per graduate
- Percentage of repeaters

13Actions To Meet the Key Challenges
- (1)Creation of favorable legal environment
- (2)Assessment of quality of administrative data
or registry system
- (3)Enhancement of training capacity for
government officers responsible for
administrative data
- (4)Strengthening of NSOs human resource and
infrastructure capacities
- (5)Active collaboration with external partners
