  • Why? No constituency?
  • RRs were in bad financial condition
  • despite regulated rates being higher than would
    be sustained under competition.
  • Political nature of ICC decision making hog-tied
    everyone. (But this begs the question, why
    couldn't the ICC reform itself?)
