Cadet Command Transformation
  • CC Transformation a main effort (utilizing
    processes) that shapes the organization to meet
    the changing nature of the Army ROTC environment
    through new combinations of concepts,
    capabilities, people and organizations to
    increase the ability of CC to achieve cadet
    quality and quantity requirements
  • CC Transformation Encompasses four supporting
    efforts

Why USACC Must Change
  • The Army, TRADOC and US Army Accessions Command
    (USAAC) require USACC restructure to meet the
    changing needs of the Army and clearly expects
    USACC to transform to a brigade-centric structure
    like the rest of the Army
  • Cadet Command mission increase from 3900 to 5350
  • Absorb manpower reductions and migration 29
    personnel for Work Force Management Efficiencies
    (WFME) and Human Resource Center of Excellence
    (HRCoE)

Why USACC Must Change
  • Empower brigades so that they can influence their
    battlefield
  • Over the past several years USACC has been forced
    to reduce manning levels in the brigades and
    regions, but the functions remained
  • US Army Manpower Analysis Agency (USAMAA)
    analysis recommending personnel reductions
  • Bottom-line USACC current structure and
    processes may be ineffective for sustained
    success

Facts
  • Guidance is to have all C2 Transformation
    complete one year before the HQ CC move to Fort
    Knox
  • CC has shortage of personnel to conduct C2
    Transformation
  • Do not want C2 Transformation and the HQCC move
    to Knox to occur simultaneously
  • To have both events occur at the same time
    increases the risk of degradation of services
    and/or functions

Why So Soon?
  • Bottom line We need personnel to conduct the
    PoPs and perform additional HQs CC functions
  • Establishes irreversible momentum
  • Formally establishes USACC Forward at Fort Knox,
    potentially with experienced employees
  • No loss of jobs at Fort Knox Eastern Region
    Headquarters (civilian personnel require at least
    60 days notice from CPAC if their
    responsibilities change)
  • Window to impact FY09 TDA closing rapidly
    Concept Plan or Command Implementation Plan must

Cadet Command C2 Transformation
  • Question Are the decisions finalized regarding
    making seven (geographic brigades) and no
    Regions? If so, was there a desire or mechanism
    for employees to have buy-on?
  • Answer The decision to close the Regions and go
    to a 8-9 brigade-centric structure has been
    finalized but not approved by the Department of
    the Army (DA). We are moving forward, in
    coordination with both Regions, to seek DA
    approval. This meeting is one of the steps to
    inform the CC Team of the decisions and status of
    this reorganization.
  • Question What is the effective date of the
    closure of Eastern Region?
  • Answer Eastern Region will transform 1 Oct 08.

Cadet Command C2 Transformation
  • Question What is the new Organization going to
    look like?
  • Answer The new structure will be brigade-centric
    with 8-9 brigades of much larger size then
    current brigades. The exact structure of the
    brigades is still being staffed, in coordination
    with Region leadership and CC staff.
  • Question Is Cadet Command looking to move
    Warrior Forge to Fort Knox?
  • Answer No, however a study is on-going to
    determine the best location(s) of the both summer
    training events, the recommendations of the study
    are scheduled to be given to the CG Cadet Command
    in late Dec of this year. The recommendations
    will be examined by the CC Staff and the Regions
    and a staff recommendation will be given to the
    CG is see if CC will implement part, all or none
    of the recommendations the study puts forth.

  • Question Are you taking positions away from
    Cadet Command to build up Accessions Command?
  • Answer Accessions Command directed that 11
    positions, from throughout Cadet Command, be
    brought under Accessions Command.
  • Question I am concerned about the timing of
    movement without losing any type of support to
    the battalions and brigades.
  • Answer Guidance is that all support, during
    execution of the Transformation, continue with no
    loss of service to the brigades and battalions.

  • Question Why do it (C2 Transformation) before
    the move of HQCC to Fort Knox?
  • Answer Guidance is to have all C2 Transformation
    complete before the HQCC move to Fort Knox. We
    did not want C2 Transformation and the HQCC move
    to Knox to occur simultaneously. To have both
    events occur at the same time increased the risk
    of degradation of services and/or functions. The
    new structure will help shape the Cadet Command
    organization to meet the changing nature of the
    Army ROTC environment and to increase the ability
    achieve cadet quality and quantity requirements.
    If we assume that the new structure increases the
    ability of Cadet Command to meet mission, then to
    delay implementation would be counter-productive.

  • Question Why can we all not be told exactly what
    the manning will be and the date to be completed?
  • Answer HQCC and the Regions have not refined the
    exact structure and manning of each brigade. The
    target date that C2 Transformation will be
    complete is NLT 1 Oct 09. We will inform all of
    Cadet Command as soon as we have finalized the
    structure for the new brigades.
  • Question Why the secrecy of the C2
    Transformation, we have heard it has been going
    on for over a year?
  • Answer There has been no deliberate attempt at
    secrecy, staffing has been occurring for some
    time and various new structures were examined by
    Cadet Command, the Regions, and Accessions
    Command and were rejected. The brigade centric
    structure was decided upon in April of this year
    and the Cadet Command staff and Regions have been
    working on refining the structure. The CGs
    policy is that there are no secrets and everyone
    will be kept fully informed on all decisions.

  • Question How will reassignment of civilians be
    conducted?
  • Answer It will depend on the number of
    positions that will remain and the number of
    employees that will be available to go into those
    positions. If there are fewer positions than
    employees, the CPAC will develop a retention
    register based on tenure, veterans preference,
    performance, and creditable service. The
    employees with the highest retention standing
    will be reassigned to the available positions.
  • Question Will HQCC authorize a Voluntary Early
    Retirement (VERA/VSIP) for DA Civilians?
  • Answer A VERA/VSIP window will be opened prior
    to notification of adverse action (RIF notice).

  • Question What are the RIF options under NSPS?
  • Answer Workforce Shaping, as it is now referred
    to under NSPS, gives more credit to performance
    than length of service as it was under the legacy
    (GS) system. Employees in the same competitive
    group will compete based on retention standing.
    No bump and retreat one round. During 1st
    Region Closure all employees were placed in new
    positions or chose to retire. No adverse actions
    were required.
  • Question What placement protections will be
    available to employees whose positions will be
    eliminated at Regions and Brigades?
  • Answer VERA/VSIP, early registration in PPP
    surplus employee listing hiring freezes,
    voluntary placements, voluntary separations, use
    of vacancies in order to minimize the effects of
    adverse actions.
