Perspective Introduction
The ideal medical professional characteristic are
described in 6 (six) fundamental character which
always take care the noble tradition of the
medical professional.
The sixth of fundamental character are a). The
Godhead b). Good will c). Good personality
d). The seriousness d). Low profile e). The
highest integrity of science and social.

Based on those are characters, the peer group of
medical professional drew up an ethical code to
implement those ideal medical professional charact
ers. The ethical code itself consists of four
principals, i.e. a). beneficence b). non
mal-efficiencies c). autonomy d). justice.

Indonesian Medical Ethic Development
-  The First National Workshop of the Medical
Ethic, 1958. -  The Government rule about the
Oath of the Doctor, 1960. (One word in the
doctor oath is must obey the Indonesian Medical
Ethics) -  The Second National Workshop of the
Medical Ethic, 1981. -  The 21st Indonesian
Medical Association Congress, in 1991.
(Divide Indonesian Medical Ethics into two
sections, i.e. the Principal of Ethical Code
and the Guideline to Conduct the Principal
of Ethical Code) -  The National Coordination
Meeting of the Board of Medical Ethic of the
Indonesian Medical Association, 1993. -  The
Third National Workshop of the Medical Ethic,
2001.

I. The acceleration of medical science and
technology is faster than that of community
perception (and value) to accept it.
It seems, the medical science and technology
tend to leave the value and norm in
community behind. There is gap between
medical science and technology on one side
and community value and norms on the other side.
The medical science and technology related
to humanity (like cloning, euthanasia,
predictive medicine, etc.) are a sensitive
discourse to be solved. It need more time
to find a deep understanding for some
ethic-medical issues within the community.

II. The shifting of global norm and value in the
community
The consumerism and pragmatism are the new
threat for medical professionals to take
care of their noble tradition. The
commercialization of medical service has affected
medical professionals indirectly.
The patient unsatisfied with the quality of
medical service brings the new era of
suit in medical practice as a compensation of
their expense.

III. Disparity of Indonesian development.

Since Indonesia is a big country (with
201.5 million people an archipelago with
gt than 13.000 islands with a wide diversity
of tribes and 57 languages and dialects),
? the level of development is not equal among
the regions. In the some regions, the
development process has reached the stage
of modern community, but in the other
regions, the development by the traditional
community is still dominant.
This disparity influences level of
medical service needed. Basic medical
service is enough for some people, but
modern medical service is a demand for others.

and Professionalism Issues
a. Ethic and Professional Control the Medical
Practitioner Act   In 1998, the government
regulation allows IMA to issue a recom. as a
prerequisite for medical professional to get a
license. In accordance with this regulation,
for every year the medical professionals who
will renew their license have to collect the
some credit points from IMA continuing medical
education. 
In 1999, the IMA requested the government and
parliament again to issue a Medical Practitioner
Act. If it is still on the schedule, the
parliament will issue the act in 2002. The main
goal of the act is the establishment of Medical
Council.

a. Ethic and Professional Control the Medical
Practitioner Act In the past, the registration
is fully handled by the MoH. The MoH conducts
registration process more administratively.
There is no renewal registration to evaluate
medical professional competencies.
In the Medical Practitioner Act, The Medical
Council will register (and evaluate) every
aspect related to the quality of medical
practice, including ethical performance, the
academic/professional and skill competencies.
The Medical Practitioner Act will also regulate
the medical professional discipline court.

b). Un-ethical Drugs Promotion Joint Statement
and Joint Ethical Committee. IMA and the
Association of Pharmaceutical Companies in
Indonesia have declared a joint statement to
maintain ethical practice in promoting and
utilizing medicines. ? will inform each other if
a member of the organization initiates unethical
deal in treating patients or drug
promotion/marketing.
Henceforth, IMA has initiated to establish a
Joint Ethical Committee among the IMA, the
Indonesian Pharmacy Association, the Indonesian
Hospital Association and the Association of
Pharmaceutical Companies to inform each other
about ethical issues in each association. IMA
also worked closely with the Indonesian FDA to
maintain the ethical practices that is related
to un-ethical promotion.

c). The Third National Workshop of the Medical
Ethics, 2001. IMA conducted the national
workshop to revise and update some actual
ethical issues.
There are three problems that have been
discussed a). the ratification of the
Doctors Oath (as a delayed response to
the changing by the WMA, 1994) still
postponed b). Some new ethical issues that is
related to medical science and technology
c). Some ethical issues that is related to
other sectors, i.e. hospital and
pharmacist.
