Iowa Livestock Health Advisory Council
(ILHAC)Request for Additional Funding
  • http//vetmed.iastate.edu/ILHAC/

2
ILHAC Request
  • An additional one million dollars be added per
    year
  • Current Appropriation 220,000
  • Total of 1.22 million per year

3
What is ILHAC?
  • ILHAC is group of commodity leaders, as specified
in the Iowa Code (Chapter 267), that direct state
appropriated research funds that go to Iowa State
    University College of Veterinary Medicine.

4
When and How was ILHAC started?
  • ILHAC began in the late 1970s as an outgrowth of
funding that was appropriated to perform research
on the devastating swine disease transmissible
    gastroenteritis (TGE).
  • 1978 was the first year of ILHAC and it began
with an appropriation of 200,000. In 1980 the
    amount was increased to 300,000.

5
What type of Research does ILHAC Support?
  • The major emphasis has been on livestock and
    poultry infectious diseases.
  • Examples of past research areas include
  • Swine TGE, Erysipelas, Mycoplasma diseases,
    PRRS, Circovirus
  • Cattle Johnes, Pink eye, Mycoplasma diseases,
    BVD
  • Poultry E. coli, Newcastle disease, Poult
    enteritis, Infectious Bronchitis, Fowl Cholera
  • Sheep Foot rot, Mycotoxicosis, Abortions

6
Other types of research and activities that has
been supported
  • Food safety studies
  • Epidemiology and surveillance studies
  • Antibiotic resistance studies
  • New vaccine and diagnostic assay development
  • Support of veterinary students working with
    faculty researchers

7
How are the ILHAC research priorities determined
and the projects selected?
  • ILHAC meets and determines the research
    priorities
  • These research priorities are communicated to the
College of Veterinary Medicine faculty along with
    a request for research proposals
  • The College of Veterinary Medicine has the
research proposals reviewed and evaluated for
    scientific merit
  • The ILHAC then meets and decides on which
    projects to fund

8
How much funding does ILHAC currently have?
  • In 2007, ILHAC was appropriated 220,000

9
How much additional funding is ILHAC requesting?
  • ILHAC is requesting an additional 1 million to
bring the total to 1.22 million

10
What is the basis for the additional funding?
  • In 1980
  • ILHAC was appropriated 300,000
  • The College of Veterinary Medicine received about
5 million dollars for its annual appropriation
  • The College of Veterinary Medicine Faculty number
    94
  • The value of Iowas livestock and poultry
industry was estimated at 5.6 billion

11
What is the basis for the additional funding?
  • In 2007
  • ILHAC was appropriated 220,000
  • The College of Veterinary Medicine received about
24 million dollars for its annual appropriation
  • The College of Veterinary Medicine Faculty number
    135

12
What is the basis for the additional funding?
  • The cost of research (especially animal research)
has dramatically escalated over the years. Over
the past 25-30 years the amount of funding has
steadily declined and the purchasing power of the
    research dollar has dramatically declined.

  • 5 1.19M
  • 6 1.42M
  • Current ILHAC Funding 220K
  • Asking for 1M addition 1.22M

19
How would the additional funding be used?
  • Increase
  • amount of funds per research project
  • the number of projects
  • funded would be increased
  • (currently about10-12 projects funded per year,
    range 15 25,000).
  • Provide Startup Funds for recruiting new
    faculty
  • Equipment needs essential for ILHAC projects
  • Support projects to expose veterinary students to
    agricultural animal research
  • Support of graduate students and technical
    assistance
