WHAT IS APRM?
  • The AFRICAN PEER REVIEW MECHANISM (APRM) is an
    instrument that is voluntarily acceded to by a
    country, as a self-monitoring and control
    mechanism to ensure compliance with the
    principles of NEPAD.

OBJECTIVES of APRM
  • To enhance African ownership of its development
    agenda
  • Identify, evaluate and disseminate the best
    practices in governance
  • Foster political stability, economic growth and
    accelerated sub-regional and continental economic
    integration
  • Use peer review to enhance adoption and
    implementation of best practices when found
    wanting.
  • Identify deficiencies and capacity gaps and make
    recommendations to address these issues.

Democracy Political Gov.
  • the NEPAD Framework Document and the
    Declaration identify, among others, democracy and
    good political governance as preconditions and
    foundations of sustainable development and the
    eradication of poverty. The overall objective is
    to consolidate a constitutional political order
    in which democracy, respect for human rights, the
    rule of law, separation of powers and effective,
    responsive public service are realised to ensure
    sustainable development and a peaceful and stable
    society.

  • Objective 1 Prevent and reduce intra- and
    inter-country conflicts
  • Objective 2 Enhance constitutional democracy,
    including periodical political competition and

    Constitution
  • Objective 3 Promote and protect economic,
    social, cultural, civil and political rights, as
    enshrined in all African and international human

Corporate Governance
  • Good corporate governance provides a level of
    disclosure and transparency regarding the
  • conduct of corporations and their boards of
    directors that enables the supervision of their
  • accountability while ensuring that they comply
    with their legal obligations and remissions,
  • are accountable to shareholders and responsible
    to stakeholders including employees, suppliers,
  • creditors, customers and communities, And act
    responsibly regarding the environment.

  • Objective 1 Promote an enabling environment and
    effective regulatory framework for economic
    activities
  • Objective 2 Ensure that corporations act as good
    corporate citizens with regard to human rights,
    social responsibility and environmental
    sustainability
  • Objective 3 Promote adoption of codes of good
    business ethics in achieving the objectives of
    the corporation
  • Objective 4 Ensure that corporations treat all
    their stakeholders (shareholders, employees,
    communities, suppliers and customers) in a fair
    and just manner

Socio-Economic Development
  • Africa faces grave challenges and the most
    urgent of these are the eradication of poverty
    and the fostering of socioeconomic development,
    in particular, through democracy and good
    governance. It is to the attainment of these twin
    objectives that the NEPAD process is principally
    directed.

  • Objective 1 Promote self-reliance in development
    and build capacity for self-sustaining
    development
  • Objective 2 Accelerate socio-economic
    development to achieve sustainable development
    and poverty reduction
  • Objective 3 Strengthen policies, delivery
    mechanisms and outcomes in key social areas
  • Objective 4 Ensure affordable access to water,
    sanitation, energy, finance, markets, information
    and communications technology, shelter and land
    for all citizens, especially the poor.

    mainstreaming and equality
  • Objective 6 Ensure broad-based participation in
    development

APRM GNPOA Identified Pillars of Democratic
Governance
  • Deepening the democratisation process in Ghana is
    contingent upon the practice of good political
    governance. In this connection, the GNPOA
    identified the following
  • A credible electoral system,
  • Unrestrained pluralism, (multiparty politics)
  • Broad participation in decision-making both at
    the national and the sub-national levels
  • Enfranchisement of the electorate,
  • A peaceful alternation of government,
  • Reduction and eventual elimination of frequent
    and violent intra and inter-state conflicts
  • Promotion of peace and stability within the
    sub-region
  • Enjoyment of human rights
  • Rule of law

The critical issues that emerged from the GNPOA
include
  • Resolving the perennial conflict engendered by
    the problems of land ownership
  • and land use in the country
  • Delays in the administration of justice
  • Maintaining the practice of separation of powers
    as a way of curbing excesses in the exercise of
    power among the arms of government
  • Hastening the decentralisation process to create
    opportunities for citizen participation in local
    governance and to promote sustainable local
    development
  • The need to redouble the efforts of the
    government to curb corruption
  • Promoting efficiency and effectiveness in the use
    of public resources and improving service
    delivery.
  • Creating opportunities for the assertion of
    rights by all groups especially women, children,
    young persons, persons with disability and the
    aged.

CONCLUSION
  • The APRM country self-assessment is not an end in
    itself its the implementation of its
    recommendation to bring about positive change in
    the lives of the people that makes it
    worthwhile.

  • Mobilization of the needed resources..
  • Publication of the report, as well as its
    dissemination and appreciation among all
    stakeholders.
  • Implementation of recommendations by MDAs.
