Task Force Progress to DateInitial focus was on
providing clear definition
Elevator Speech
  • Managed Services offers an alternative approach
for a client to acquire IT or telecom support
services. Managed services solutions are designed
and delivered by service providers according to a
    predefined statement of deliverables and
    generally includes end-to-end service, service
level agreements, and assets (if desired).
  • A managed service typically includes monthly
recurring service-based pricing offering a more
predictable cost approach for the client.
  • Ongoing visibility of operational performance is
    provided and managed through pre-agreed
    performance parameters (known as service-level
agreements). The client may include their unique
performance requirements such as degree of
    control and visibility, security, availability,
    capacity, service continuity and other
requirements as it relates to the specific
    service.
  • Because this is a core competency, the service
provider is able to optimize the best balance of
    facilities, processes, resources, tools, and
metrics, resulting in the best overall value for
the client. Cost effectiveness is typically
    achieved through instituting process standards
and establishing and supporting a standard
operating environment (SOE) consisting of COTS
    services and solutions.
  • Managed services can be delivered either in a
    GOCO (Government-owned, contractor- operated) or
    COCO (contractor-owned, contractor-operated)
model and is largely based on client preference.

ITAA Leadership OpportunityThe Managed Services
model is here to stay
  • Early adopters are proving the value proposition
  • Leaders in the new administration will be hungry
for ways to demonstrate early progress

ITAA Leadership OpportunityOther associations
not focused on Managed Services
  • PSC
  • Advocacy Agenda (Customer Environment) - PSC
advocates for the balanced and effective
utilization of the private sector to help meet
the governments growing missions. PSC also
supports innovative solutions to the challenges
faced by both the government and the services
industry. Competitive Sourcing is included in
this focus area closest to Managed Services.
  • Outsourcing and Privatization Working Group -
    Develops PSC strategies for combating
    anti-outsourcing and anti-competitive sourcing
legislation and policies. Works with individual
government components on issues associated with
    the implementation of competitive sourcing
    programs.
  • ACT/IAC
  • Collaboration Transformation Special Interest
Group - The Collaboration and Transformation
(CT) Shared Interest Group (SIG) supports the
business and people side of government
    transformations that require cross-agency
collaboration such as the Lines of Business and
    other information technology based initiatives.

8
ITAA Leadership OpportunityWe have identified a
short list of focus areas
  • The Task Force has identified several key
challenges that stand in the way of wide spread
    adoption, including
  • Security
  • Control/Governance
  • Transition Management
  • Government agencies are struggling with these
    issues
  • ITAA member companies have a compelling need to
    see these issues resolved

9
ITAA Leadership OpportunityThe Task Force
brainstormed potential approaches
  • Leverage the CIO Survey process as an access
    point to key leaders
  • Incorporate Managed Services as the theme of the
    survey
  • Focus survey on
  • Success stories
  • Lessons learned
  • Future plans
  • Document/publish results and conduct conference
to discuss with broader federal community
  • Conduct Focus Group interviews with panels of
    CIOs (vs. 1 on 1)
  • Create a Managed Services Maturity Model and
offer assessments to key CIOs considering the
    Managed Services model

Feedback RequestedSome specific questions for
the committee
  • What priority is the Federal Committee placing on
    the Managed Services topic?
  • What level of resources should the Task Force
