• Country programs to have evaluation plans for

PROPOSALS

• Ensure that evaluations are inclusive
  (partnership)
  
• Develop a strategy/plan to engage national
  partners on the evaluation culture and UNDP
  policy
  
• -facilitate.by filtering relevant information
  regarding UNDP policies.
  
• Set up a structure to support the evaluation
  function at all levels within UNDP with a focal
  point and clear responsibilities for project
  managers). Advocate for focal point within
  government. Include in RCA - Mainstream the
  culture of evaluation within programmes
  (consultation essential)
• Allocate adequate funds to support the
  implementation of the evaluation plan

RECOMMENDATIONS

• Develop a mandatory on-line training with
  certification for staff and partners- EO/OHR/LRC
  
• Arrange a sensitization workshop for senior
  management (DRR and Govt counterparts)-
  EO,RBA,RSC
  
• Clarify roles and responsibilities for
  accountability as relates to item 20 of the
  policy-EO Associate Administrators office
  
• Spearhead/foster UN joint evaluation policy in
  accordance with the norms and standards of
  evaluation UNEG/UNDG
