Achieving zero carbon homes

• By 2016, LOW carbon not ZERO carbon homes
• BUT
• Regulations for newbuild homes from 2016 must
• Maximise standard for energy efficiency
• Maximise levels of onsite generation
• Not lead to homes that are over-reliant on a
  single technology
• Create liveable homes for low carbon citizens
• Make sense to the public/purchasers

• Retain policy intent for zero carbon
• Provide a clear mechanism for development and
  revision
