Existing Infrastructure - Legislative Basis and
Co-ordination
- Co-ordination by National Committee of Quality
and Safety - The Executive (Ministers) can create technical
regulations and mandatory standards. CAMCONTROL
checks imports and exports against regulations
and standards - Ministry of Industry, Mines and Energy, has
proposed sub-decree to make ISO 9000 and ISO
14000 mandatory for some products and promotes
use of voluntary standards

- CAMCONTROL, more than 400 staff, 300 in standards

import goods (including textiles and clothing) - Training and further action is needed in the
following areas - Inspection methods for containers based importing
of food produce. - Standard operating procedures and quality
systems, including assistance to translate these
into Khmer. - Specific guidance in food quality standards and
thresholds for levels of contamination. - Promotion of the use of voluntary ISO 9000 and
ISO 14000 standards. - Training in product certification systems.
- Further investment on laboratory equipment for
testing industrial products and calibration

Issues
- Accreditation is not seen as a priority
- Infrastructure is fragmented and this could be
difficult in mutual recognition and international
trading negotiations - Cambodia is not a member of the World Trade
Organization (WTO)

- Issues that need to be addressed include the
following - The establishment of a co-ordinated National
Master Plan for the standards and conformance
infrastructure of Cambodia. - Legal metrology and its domestic application.
- Development and use of domestic national
standards to increase quality and safety within
Cambodia, and provide opportunities for Cambodian
industry to become more efficient and
competitive. - The establishment of a certification system.
- The accreditation system for product, systems and
laboratories.
