Focus of Program
Over the last 5 years, we have seen more high
schools built, more high school football TV
games, re-runs of those games, more playoffs,
quicker instant replay, higher coaches and
announcers knowledge of game and officiating,
more Finals. The popularity and exposure of high
school football games have increased dramatically
on a nationwide basis as well. We think that in
the years to come, all points mentioned above
will continue to grow significantly. That places
more demand on the game officials to be
polished and the best they can be at all
times. Our Focus for 2008 and onward will be to
(a) improve on our core base of experienced
officials and to (b) instruct and groom the newer
officials whereby ( c ) this association can
offer the highest caliber group of officials able
to officiate in any forum. Aside from Rules and
Mechanics, we are incorporating other tangible
intangible traits that make an official stand
out as exceptional. When you see an outstanding
officiated game, you know where and when the
officials stood out and were not just going
through the motions. More hustle. Better field
awareness. Better dead ball officiating.
Excellent positioning. Good consistent tempo to
the game. Very efficient. Physically fit. Great
mobility. Positive attitude. Positive demeanor
and approachable. A communicator to all. New
areas of Focus will be implemented for the 2008
season that reflect our goals objectives. They
are Game Flow, Field Awareness, Clock Management
and Hustle. (see Evaluation Form section for
traits) Focus, Judgment, Control, Comportment and
Consistency. (see Evaluation Form section for
traits)

Distribution expectation 85 is a GOOD
score In 2002, NASO developed a distribution of
officials that exhibits what is typically
expected upon an evaluation. As you can see, the
vast majority of officials are considered Good
and above.

The 2008 Observers Brian Brennan, Greg
Willard, Speed Castillo, Matt Encinas, Jack
Brisacher, Bob McQueen, Joe Kozak, Bill Jordan,
Fred Gallagher, Bob Campbell, Stan Guzy, Jim
Crowley, Bill Agopian, Ric Nichols, Reed Covyeau,
Craig Wittler, Rik Bennett, Vic Barruga, Don
Ariosto, Rod Ammari, Jim Wharrie, Robin Hall,
Larry Brannen, Steve Donahue, Deryl Dyson. Game
Assigning A unique assigning system will be
implemented this season for the first time. 3
Observers will be assigned to 3 crews. The
Observer will have the crews season schedule and
prior to week 0, will notify the committee of the
games they will observe. This will allow the
observer to schedule games around their personal
schedule. This will guarantee 3 ratings per crew
as each of the 3 observers rate each of the 3
crews. Two of the game observations will be
required during weeks 0-5. One game in weeks
6-8.

The Evaluation Basic Points 85. An official
steps onto the field with 85 points as a score.
Points are added or deducted from the 85 to
arrive at a Final Grade for that game. 4

category, will be reviewed by an assigned
Rating Sub-Committee via game film for accuracy.

Evaluation and Test Score Weights to determine
Final Composite Score
To determine the Final Composite Score for the
official, the variables will include Evaluation
_at_ 80 Test Scores _at_ 20 Example Evaluations of
90. 90 x 80 72. Test Scores of 95. 95 x 20
19. 72 19 91 Final Composite Score.

Rating Response Time
  • Your evaluation should be important to you.
  • Its important for the committee to get it to you
    ASAP. How?
  • The rating form is now on the OCFOA web site.
  • The observers may fax their report in as well.
  • The committee will diligently follow for the
    reports.
  • Its your tool to be the best you can be.
  • Goal Your white hat is to have the report by the
    Tuesday following the rated game.
  • We owe it to you.

3rd and 4th round prerequisites
All officials qualified under OCFOA Policies and
procedures will be ranked numerically by position
based upon their composite scores. These rankings
will be used for 1st and 2nd Round Playoff
assignments. Members of 2 or more high school
associations accepting ANY playoff assignments
from another association are not eligible for ANY
playoff assignments from the OCFOA. 3rd and 4th
Round eligibility is considered after satisfying
the following prerequisites - Must have worked
a minimum 30 varsity assignments within the
past three seasons. - Transfers are eligible
after the 2nd full year of membership in OCFOA
and verified qualifications equal to OCFOA
member requirements.

The TOP 5 Selection process
  • All officials are ranked numerically per position
    by composite score.
  • Ranking prerequisites imposed on rankings to
    determine 3rd 4th round eligibility.
  • The Top 8 officials per position by composite
    score are determined. The composite score will be
    included in the adder points to follow.
  • Seniority lt 5 yrs 0 point
    6 gt yrs 1 point.
  • Was the official ranked 1-8 in 2007? No 0
    point Yes 1 point
  • Level of commitment No 0 point Yes
    1/2 point
  • Did the official work a Final in 2007? Yes 0
    point No 1 point
  • - Officials with most composite and adder points
    are chosen for Top 5.
  • - Ties reverts to original numerical ranking
    score.
  • - Rating Chairman casts deciding point if a tie
    remains.
  • High School/NCAA camps-field clinics, passing
    leagues scrimmages. Satisfactory evidence must
    be in the Rating Chairmans hands no later than
    9/15/08.
  • - NOTE The officials COMPOSITE SCORE ONLY
    carries over to the next season for ranking
    purposes.
