USFJ General Order Regarding Off-Installation
Curfew and Training
2BLUF Temporary USFJ Off-installation curfew and
training policy remains in effect until
rescinded.
Intent To safeguard the vital relationship we
have with Japan and bolster military readiness in
order to more efficiently meet our obligations
under the Treaty of Mutual Cooperation and
Security.
3Restrictions and Details
Who All military personnel (permanent party,
TDY/TAD, pass or leave) When Daily from
2300-0500 Where (1) On a U.S. military
installation (2) Off the
installation in a private residence
(3) If TDY/TAD, leave or pass, in their place of
lodging
- Additionally, for TDY/TAD personnel who are not
stationed in Japan are further - restricted during non-curfew hours
- To U.S. military installations or their off-base
lodging - To restaurants for meals (a restaurant is a
place where alcoholic beverages - are NOT the primary business)
- To their TDY/TAD place of duty/employment
- To places of worship
- To places for education
- To places providing medical/dental treatment
4Exceptions to Policy
- Performance of official duties (i.e.- that
requires movement during curfew hours) - Travel during curfew hours directly to and from
a military installation to attend - an on-installation activity, or to attend an
installation-sponsored event by MWR - (i.e.- Zama Halloween Party)
- Commanders O-6 and above can approve
off-installation events - on a case by case basis
- Commanders O-6 and above, consistent with legal
parameters, can - Impose more restrictive curfews
- Direct a percentage of their force be available
for duty within 6 to 8 hours - Implement rank, experience, or merit-based pass
or liberty systems consistent with this policy
