  • Deterioration occurs early
  • Rehabilitation needed

  • Serious deficiencies noted in 1986 AASHTO
    procedure
  • Studies showed major flaws in base/subgrade
    support procedures
  • No easy fixes
  • Improved structural (3D finite element) model for
