Title: BRENTWOOD OVERVIEW

1
Hamilton Township, NJ Processing
Distribution Center Response to
Anthrax April 10, 2003
2
October 18, 2001
  • Trenton facility closed
  • Actions begun to secure the area and begin
    sanitization of the entire facility
  • Engaged experts from various agencies for
    expertise in decontaminating the facility

3
Time
  • Unofficial Motto Do it Right, Not Fast
  • We are not bound by time constraints
  • We will not re-open Trenton until decontamination
process results proven successful by the experts

4
Challenges
  • Anthrax spores aerosolized to maximize damage
  • Finer and travel quickly
  • 5.8 million cubic feet of space to decontaminate
    in Trenton
  • Hart Senate office building only about 100,000
    cubic feet
  • Curseen-Morris facility in Washington, DC about
    14.2 million cubic feet

5
Plan Strategy
  • Stabilize Area
  • Secure Facility
  • Remove Contaminated Material
  • Sanitize Facility
  • Re-Inspect Facility
  • Re-Open Once Proven Safe

6
Process
  • Clean all surfaces and equipment with approved
    cleaning solution
  • Seal all openings in building with thermal foam
  • Including all cracks, vents, truck bays and
    skylights
  • Adjust and maintain environment at 75 F and 75
    relative humidity for best results
  • Use existing HVAC system and delivery system to
pump in chlorine dioxide gas (ClO2)
  • Maintain 750 ppm concentration for 12 hours
  • Sample to ensure safety
  • Ventilate completely before re-opening

7
Phase I
  • Pre-Decontamination
  • Seal the facility
  • Reach agreements with contractors
  • Construct the ClO2 delivery system
  • Secure the necessary permits
  • Conduct required tests
  • Hold community meetings

8
Phase II
  • Decontamination
  • Maintain appropriate building temperature (75F)
    and humidity (75 relative humidity)
  • Deliver the ClO2 gas
  • Collect environmental and characterization
    samples
  • Ventilate the building

9
Phase III
  • Post-Decontamination
  • Send samples to labs for testing
  • Obtain results
  • Breakdown ClO2 delivery system
  • Service mail sorting equipment
  • Building maintenance and refurbishment

10
Chlorine Dioxide
  • ClO2 will be converted to gaseous form once it
    enters the building
  • ClO2 is visible yellow/green color you can see
    it and smell it
  • ClO2 dissipates quickly in sunlight and open areas

11
Monitoring
  • Stationary air monitors will be placed around
buildings perimeter and inside the facility
  • Test strips will be placed throughout the
    building before the decontamination process
    begins
  • All environmental samples must return a negative
    before Trenton re-opens for business

12
Process Successful in DC
  • Extensive testing of over 5,000 environmental
samples showed no growth of anthrax
  • Refurbishing crews will enter soon to get
facility ready for re-occupancy this summer
  • Trenton community and leadership can rest assured
theyre benefiting from a process proven
    successful twice already

13
Same Process, Same Team
  • The same firms that worked with USPS Engineering
    to successfully decontaminate the Washington
facility have been contracted to perform the same
    work at the Trenton plant
  • Shaw Environmental Infrastructure
  • Sabre Technologies
  • Ashland Inc.

14
Partnerships
  • Environmental, health and safety experts applying
their knowledge and best practices to this
    unprecedented incident
  • US Air Force
  • US Army
  • AFRRI
  • ERT
  • Local DOH
  • USPS
  • EPA
  • OSHA
  • OSTP
  • NIOSH

15
Next Steps in Trenton
  • Complex fumigation and delivery systems being
    cleaned and dismantled in Washington
  • Project engineers currently evaluating equipment
needed for Trenton and what will be transported
  • Installation of equipment will begin following
    its arrival

16
Next Steps in Trenton
  • Decontamination plans have been in development
for over a year, now facing implementation phase
  • No exact start date yet, but expected to fumigate
    by the end of 2003
  • USPS will work with federal, state and local
officials to minimize impact to community and
    surrounding neighborhood
