6- CONSTRANTS IN AGRICULTURE PRODUCTION
-
- Due to rapid urbanization and land use for other
non-agriculture purposes, the total cropped area
in Delhi has continuously been declining and the
position over the last decade in respect of
availability of land for - cultivation is as under
- Year Area in Hectares
- 1991-92 76,239 Hect.
- 1995-96 62,966 Hect.
- 2003-04 48,445 Hect.
- ii. Lack of assured and perennial irrigation
facilities, scarcity of rainfall and depleting
water table etc. are major production limiting
factors.
7Item No.1- FUNDS RECEIVED FROM CENTRAL
GOVERNMENT, ITS UTILISATION.
- The Delhi is not implementing Accelerated Maize
Development Programmes (AMDP) with a view to
increase maize production under ISOPOM or any
other scheme for which releases are made by the
Govt. of India, hence, no funds were received
from Central Govt. - The Delhi Govt. is of the views that Govt. of
India may provide total 90 release as
grant-in-aid instead of 80 as grant-in-aid and
20 loan. - During the current financial year 2004-05, the
Delhi Govt. is having unspent funds to the extent
of Rs. 111.34 lakhs of earlier financial year
which has been revalidated for the year 2004-05.
Although the State Govt. in making efforts to
spent the available funds under various schemes
as per approved document and about 15.82 lakhs
are expected to be spent by the end of March,
2005 and its utilization is to be sent after
close of current financial year 2004-05.
8Item No. 2 State of readiness for additional
funds during the financial year 2005-06.
- As the Work Plan/Macro Management Mode has not
started in its full implementation, therefore,
the funds remain unspent of the financial year
2004-05, would be got revalidated and utilized
during the financial year 2004-05. - Under such circumstance, no additional funds are
required for the year 2005-06.
9Item No. 3 Thrust area of the State -
- The major thrust of the state would be on
following activities - Strengthening of Extension network
- Posting of subject matter specialist at Blocks
to supervise all the extension activities at
block level affectively with the start of
financial year 2005-06. - Diversification On Vegetable, Fruits,
Floriculture, Medicinal and Aromatic Plants. - Supply of inputs Seeds, pesticides, fertilizer
and soil reclamation input viz. Gypsum, Green
manure sheets etc. shall be ensured - Laying out of Demonstration plots on different
agri-horticulture crops and techniques. - Promoting Seed Replacement Rate from 15 to 25.
- More Credit flow in agriculture sector
- IPM, INM, Soil Health Cards, Water Harvesting
etc.
10Item No. 4 Progress of APMC Act Amendment
- The Govt. of India has proposed to amend the
present APMC Act. to develop alternative
competitive market, consumer oriented market
infrastructure and help to farmers and growers to
earn remunerative prices. - APMC Act under process of amendment
- Recently a Farmers Consumer's Friendly market has
been set-up on 22.2.2005.
11Item No. 5 a) Readiness to implement National
Horticulture Mission.
- Constitution of District Level Committee.
- Preparation of Action Plan for implementing
National Horticulture Mission for doubling the
horticulture production. - Diversification Diversification from
traditional crops to low volume high value
crops will be undertaken - Vegetables Mushroom European and Exotic
vegetables. - Fruits The fruits like strawberry, Ber,
Guava, citrus etc. - Flowers Gladiolus, Carnation,
Chrysanthemum, Rose, Tuberose, Lillium,
Gerbera, etc. and loose flower like Marigold,
Jasmine, Gulab, Dehlia. - Medicinal and aromatic plants As Aluiera,
Asavgandha, Isabgol, Sanai, Safed Musli,
Pamaroja etc. would be promoted. - Supply of Input Supply of inputs like planting
materials, seeds, pesticides manures, fertilizers
etc. through various sale centres functioning in
rural and urban areas as well as Govt. Farms
and Nurseries for providing required support to
the programmes, will be increased. - Model Demonstration cum Training Centres Model
Demonstration-cum-Training Centers for training
purpose with the following facilities. - Polygreen houses For cultivation of vegetables,
fruits and flowers, etc. - Drip and Sprinkle irrigation system.
- Demonstration will be given to the farmers on
the above facilities and educate them on
technical know how regarding various horticulture
crops.

- b) Micro Irrigation-
- Efforts are being made to bring considerable area
under Micro Irrigation System - c) DRYLAND AGRICULTURE
- Promoting cultivation of coarse cereals-
- There are number of coarse cereals like Bajara,
Jowar, Maize etc. which are nutritive also and
can be grown under rain-fed conditions would be
promoted for cultivation. - Promoting cultivation of pulses-
- The different types of pulses like moong, Urd and
short duration Arhar etc. to be promoted for
cultivation. - Promoting Seed Replacement Rate-
- Presently Seed Replacement Rate is 15 which is
proposed to be increased upto 25 by the year
2005-06. - Promoting cultivation of medicinal and aromatic
crops- - Promotion of cultivation of medicinal and
aromatic which could be grown under rain-fed
condition for obtaining better return. -

- d. Agriculture Technology Management Agency
(ATMA) related existing programe. - The NCT Delhi is not covered under the District
Project known as Agriculture Technology
Management Agency (ATMA) and dissemination of
Technology through existing Extension Network
System. The feasibility is to be worked-out and
to be adopted accordingly.
14Item 6- SUGGESTIONS FOR IMPROVING KHARIF
PRODUCTION
- Under the Kharif Campaign 2005, special emphasis
is to be made to increase the production and
productivity of Kharif crops 2005. - Use of Hybrids and High Yielding Varieties Seeds.
- Supply of quality seeds, fertilizers, pesticides,
planting material and other inputs from Govt. and
Private sales network. - Intensification of public awareness programmes
- Laying-out Demonstration plots
- More Credit flow in the agriculture sector.
- Other supporting programmes like IPM, INM, Soil
Testing, Seed Testing, Agriculture Machinery,
Equipment, Implements etc. - Credit Presently, there is about 10 credit
flow to the agriculture sector which is proposed
to be doubled in the next three financial year
for giving boost to the agriculture.
15- Agenda Item No. 7 Status of Quarantine
Facilities. - Presently this work is being looked after by
Dte. of Plant Protection, Quarantine and
Storage, Govt. of India in Delhi. - NBPGR, New Delhi is also looking after this
work . - The Govt. of Delhi is assessing and
will submit the - proposal for development of
Quarantine Facilities. - Agenda Item No. 8 Seed Plan and Catalogue of
varieties. - Delhi Govt. is preparing Seed Plan and submit
at the earliest possible - Catalogue of released crop wise
varieties is being prepared.
